Partendo dalla consapevolezza che le conseguenze sociali della disabilità uditiva siano ancora poco conosciute in termini di rilevazione demografica, di analisi psico-sociologica, nonché di effettiva valutazione dell’efficacia degli interventi sanitari e assistenziali, questo studio analizza come la disabilità sensoriale dell’udito sia affrontata nelle politiche sanitarie e sociali nella Città Metropolitana di Milano, nonché nella componente di sostegno al reddito (INPS e INAIL). Ipotesi di partenza del lavoro è stata quella che sia tuttora dominante a livello di policy e di interventi specifici la tendenza a considerare il problema “sordità” principalmente dal punto di vista sanitario e di sostegno al reddito, tendendo a porre in secondo piano gli aspetti relazionali, formativi, lavorativi, ricreativi che sono invece fondamentali nei percorsi positivi di inclusione delle persone con disabilità uditive nel tessuto civile, economico, sociale e culturale. Con questa ricerca, resa possibile grazie alla Fondazione Pio Istituto dei Sordi di Milano in occasione del suo 160o Anniversario, il CERGAS (Centro di ricerche sulla Gestione dell’assistenza Sanitarie e Sociali) dell’Università Bocconi intende proporre a tutti gli operatori coinvolti nella problematica della sordità una riflessione finalizzata a definire alcune linee di intervento in grado di stimolare relazioni costruttive tra le Amministrazioni Pubbliche coinvolte (Comune, Città Metropolitana, Regione, Aziende sanitarie, istituzioni scolastiche) e tra esse e l’universo degli organismi che concorrono alla rete dei servizi (Fondazioni, Organizzazioni di Volontariato, Cooperative Sociali, Associazioni).
