The Eastern Nile riparian countries Egypt, Ethiopia and Sudan are currently developing several reservoir projects to contribute to the needs for energy and food production in the region. The Nile Basin, particularly the Eastern Nile Sub-basin, is considered one of a few international river systems with potential conflicts between riparian countries. In the absence of formal mechanisms for collaboration, the transboundary nature of this basin makes sound water resources development challenging. The large seasonal and inter-annual variability of the river flow exacerbates those challenges. A further complication is the high sediment load in the Eastern Nile rivers during the high flow season. This study contributes to fill relevant knowledge gaps through a better understanding of the methods needed for a complex system of multipurpose reservoirs, considering both water quantity and sediment load. The study quantifies the impacts of water resources development in the Eastern Nile basin and identifies system management options at both regional and country level. Developing a collaborative and unified perspective of the countries towards new projects can be beneficial for all. New operation rules are proposed for improving operation of the current system when new infrastructures are developed and operated either unilaterally or, ideally, cooperatively.

Water resource development has played a significant role in the expansion of agriculture and industry in the Olifants River Catchment. However, currently water deficit is one of the major constraints hampering development in the catchment; both the mining and agricultural sectors are producing below optimal levels because of their reliance on insufficient supplies. In this study, the Water Evaluation and Planning (WEAP) model was used to evaluate scenarios of historic, current and future water demand in the catchment. For each scenario, the WEAP model was used to simulate demand in five different sectors (rural, urban, mining, commercial forestry and irrigation) over a 70-year period of varying rainfall and hydrology. Levels of assured supply were estimated for each sector and the economic cost of failing to provide water was predicted. For the future scenarios, the impact of infrastructure development and water conservation measures were assessed. The study illustrates how a relatively simple model can provide useful insight for resource planning and management.

The Middle Zambezi, host to a rich biodiversity, is located in the central part of the Zambezi River Basin which covers eight Southern African Countries. The area is located downstream of three hydropower schemes. In the last decades, the floodplain riparian tree, the Faidherbia albida, vital for the local wild life, has shown a worrying decrease in its regeneration rates. This thesis explores establishing the environmental flow regime for the Middle Zambezi reach in order to minimise the impact of the upstream hydropower schemes on the river environment, using the Faidherbia albida tree as a biological indicator. The research identified that the current dam operations have completely altered the natural hydrological rhythm from pre-Kariba dam dry season flows of 100-200 m3/s increasing to 1,000-1,500 m3/s. The sudden closure of the dam floodgates can be linked to the observed river channel-widening phenomenon. In addition, the Faidherbia albida tree now experiences longer flood residence over the floodplain, making it inaccessible to animals to allow for regeneration. In order to save the F. albida tree, a two-pronged environmental flow regime is proposed of releasing a moderate flood of 5,800 m3/s once in 5 years, for 5 to 6 weeks in the months of February to March, and phasing the spillway gates closure over a period of 3 to 4 weeks to keep the floodplain wet enough until the months of May and June. Phasing of the spillway gate closure would also mitigate the excessive bank erosion.

The construction of dams in Africa is often associated with adverse malaria impacts in surrounding communities. However, the degree and nature of these impacts are rarely quantified and the feasibility of manipulating reservoir water levels to control mosquito breeding has not been previously investigated in Africa. This report describes entomological and epidemiological studies conducted around the Koka Dam and Reservoir in Ethiopia. The research findings confirm the role of the reservoir in increasing malaria transmission and provide evidence that there is potential to use dam operation in integrated malaria control strategies.
