This book examines the processes and relationships that underpin the delivery of new homes across the United Kingdom, focussing primarily on the land use planning system in England, the way that housing providers engage with that system, and how the processes of engagement are changing or might change in the future. Planning, market and social house building - the three key processes - are first dissected and explored individually, then brought together to study the key areas of interaction between planning and the providers of social and market housing by way of the range of tensions that have consistently dogged those interactions. Extensive illustrative case study material provides a platform to the consideration of developing more integrated, realistic and proactive approaches to planning. Proposing evolutionary, and sometimes radical proposals for change, Delivering New Homes makes a bold contribution to finding a better way of delivering the new homes that the nation increasingly needs.

This Green Paper sets out the Government's strategy for housing based on three key objectives: more homes to meet growing demand; better designed and greener homes, linked to good schools, transport and healthcare; and more affordable homes to buy or rent. Proposals include: i) a new housing target of building two million homes by 2016 and three million homes by 2020 to meet growing demand and address affordability issues; ii) a £8 billion programme for affordable housing in 2008-11, a £3 billion increase compared to the previous three years, with at least 70,000 more affordable homes a year and 45,000 new social homes a year by 2010-11; and iii) an invitation process for local authorities and developers to propose five new eco-town schemes, with the entire community designed to be able to reach zero carbon standards, and each scheme could provide between 5,000 and 20,000 new homes. These proposals are to be delivered through a number of measures including: increased infrastructure support; reviews of regional plans; a new Housing and Planning Delivery Grant to incentivise councils to deliver high levels of housing and new guidance to help councils identify available land for housing; more use of public sector land and disused land to maximise development on brownfield sites; better use of existing buildings by bringing long-term empty homes back into use; and the creation of the new homes agency to provide expertise for local government in negotiating, brokering and partnering to underpin delivery.

The Department for Communities and Local Government is not adequately monitoring the £1.3 billion New Homes Bonus paid to local authorities up to 2013-14. The scheme aims to deliver 140,000 new homes over the next ten years. The Department has not decided upon a review's scope or methodology. The National Audit Office calls for the essential review to be carried out urgently. This report has found some evidence that the New Homes Bonus has given authorities resources to allow them to continue activities such as identifying empty homes and bringing them back into use. But the scheme is mainly funded by redistributing central government's core funding for local authorities. Some local authorities, particularly in areas where developers are less likely to want to build new homes, face losing large amounts of their funding from central government. These authorities face growing financial risks, including to future service delivery. Also the new homes estimate was produced using very limited evidence and contained an arithmetical error which significantly increased estimated construction rates. It is difficult for local authorities to persuade communities of the benefits of new housing. New housing is often unpopular with residents who may be concerned about pressure on local services, loss of amenities, traffic congestion and disruption during building. Some councillors, local authority officers and stakeholders with whom the NAO spoke suggested these views were often strongly held and difficult to change.

Zemch Toward The Delivery Of Zero Energy Mass Custom Homes written by Masa Noguchi and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-06-25 with Technology & Engineering categories.

In this book, leading international experts explore the emerging concept of the zero energy mass custom home (ZEMCH) – designed to meet the need for social, economic, and environmental sustainability – and provide all of the knowledge required for the delivery of zero energy mass customized housing and community developments in developed and developing countries. The coverage is wide ranging, progressing from explanation of the meaning of sustainable development to discussion of challenges and trends in mass housing, the advantages and disadvantages of prefabricated methods of construction, and the concepts of mass customization, mass personalization, and inclusive design. A chapter on energy use will aid the reader in designing and retrofitting housing to reduce energy demand and/or improve energy end‐use efficiency. Passive design strategies and active technologies (especially solar) are thoroughly reviewed. Application of the ZEMCH construction criteria to new buildings and refurbishment of old houses is explained and the methods and value of building performance simulation, analyzed. The concluding chapter presents examples of ZEMCH projects from around the world, with discussion of marketing strategy, design, quality assurance, and delivery challenges. The book will be invaluable as a training/teaching tool for both students and industry partners.

Hl 100 Building Better Places written by The Stationery Office and has been published by The Stationery Office this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016 with Architecture categories.

The built environment affects us all. The planning, design, management and maintenance of the built environment has a long-term impact upon people and communities. It is widely acknowledged that the quality of life, prosperity, health and wellbeing of an individual is heavily influenced by the 'place' in which they live or work. Policy towards the built environment in England is not the sole preserve of any one Government department; this both accounts for the diverse range of elements which comprise the 'built environment', and reflects the diverse range of impacts which it has upon people and communities. There is an urgent need to co-ordinate and reconcile policy across numerous different areas and priorities. Recently, however, one priority has become dominant in debates concerning built environment policy. Increasing the overall supply of housing, and the speed at which housing is delivered, is a central part of the Government's policy agenda. When seen in the context of the housing crisis facing many communities across England, this is understandable and, overall, we welcome the Government focus on increasing and speeding up the supply of housing. Restrictions on financial freedoms and flexibilities, however, pose a threat to the ability of local authorities to build houses of their own. The private sector, throughout the post-war period, has very rarely achieved the delivery of 200,000 homes a year. We do not believe the Government can deliver the stepchange required for housing supply without taking measures to allow local authorities and housing associations each to play their full part in delivering new homes. In addition, Government initiatives have so far failed to address a further part of the housebuilding problem, which is the gap between planning permissions granted and new homes built. We recommend measures intended to address this, and other, barriers to increasing the number of housing completions.
