Dalle drammatiche ore dell’elezione del nuovo presidente della Repubblica alle trattative in diretta streaming tra Bersani e i grillini, dalla “pugnalata” di Matteo Renzi ai danni di Enrico Letta fino al referendum sulla riforma costituzionale, Galli racconta in questo libro il farsi e disfarsi della politica in azione, visti attraverso “lo sguardo di un intellettuale che si sforza di capire la politica reale. Uno sguardo parziale e soggettivo, anche se non biografico, sul potere reale dal centro del potere legale. Dal Parlamento, e precisamente dalla Camera dei deputati, si sono visti, giorno per giorno, formarsi e distruggersi disegni: non si vedono le mani che li tracciano e li ordiscono, e si ignorano i retroscena – ma quasi sempre si intuiscono”. Con una diagnosi che emerge man mano dal racconto, cioè che in Italia la democrazia stia diventando una pseudo-democrazia: “il mantenimento delle forme istituzionali della democrazia parlamentare rappresentativa, e contemporaneamente il loro superamento sostanziale. Così che la post-democrazia si deforma verso la pseudo-democrazia”.

La democrazia rappresentativa è un sistema diarchico fondato sulla volontà (diritto di voto, procedure e istituzioni che regolano la formazione di decisioni volontarie o sovrane) e sull’opinione (sfera extraistituzionale delle opinioni politiche), che si influenzano e collaborano, senza mai fondersi. Questo è il volto che oggi appare sfigurato. Tre le deformazioni: la tendenza a letture apolitiche della deliberazione pubblica (il mito del governo tecnico); la promozione di soluzioni populiste; la spinta al plebiscito e dunque la democrazia dell’audience. Riaffermare il potere della diarchia, tutelando la funzione dell’opinione, è essenziale alla sopravvivenza della democrazia.

This book examines the historical process that led to the foundation of the Italian Republic and its constitution, viewed through the personal experiences and political reflections of Adriano Olivetti (between 1919 and 1960), general manager and president of the well-known typewriter manufacturer “Ing. C. Olivetti & C.” An unbroken line of reasoning linked his maturing political reflections during the two post-war periods. The historical context of the 1950s did not prove to be very propitious, but the guidelines dispersed throughout the Italian cultural and political world from the movement that Olivetti founded were certainly seminal – generating a legacy of ideas that has only in part been recognized. What makes this study distinctive is the original approach to reading the history of Italy through Adriano Olivetti’s eyes and thoughts, far from the more common Christian Democratic or Communist perspective of those years. It is simply another view of what the Italian Republic could be and was not.
