This book, first published in 2005, develops a comparative model of intergovernmental bargaining to account for variation in the capacity of federations in the developing world to undertake economic policy reform, suggesting that many market reform policies are a function of a constant process of bargaining between national and regional leaders struggling for political survival. As the degree of national-regional disagreement mounts, collective action on reforms that require implementation at multiple levels of government becomes more difficult. The degree to which the two factors conflict depends on four factors: the individual electoral interests, a shared intergovernmental fiscal system, the manner in which regional interests are represented in national policy making and the levers of partisan influence national leaders have over subnational politicians. In testing the argument with a combination of cross-sectional time-series and case study analysis, this book contributes to the broad literatures on development and the comparative political economy of federalism and decentralization.

"In Latin America the state is the prime regulator, coordinator, and pace-setter of the entire national system, the apex of the pyramid from which patronage, wealth, power, and programs flow. The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime. As indigenous peoples in Latin America have achieved greater prominence and power, international agencies have attempted to incorporate the agendas of indigenous movements into development policymaking and project implementation. Transnational networks and policies centered on ethnically aware development paradigms have emerged with the goal of supporting indigenous cultures while enabling indigenous peoples to access the ostensible benefits of economic globalization and institutionalized participation. Focused on Bolivia and Ecuador, Indigenous Development in the Andes is a nuanced examination of the complexities involved in designing and executing “culturally appropriate” development agendas. Robert Andolina, Nina Laurie, and Sarah A. Radcliffe illuminate a web of relations among indigenous villagers, social movement leaders, government officials, NGO workers, and staff of multilateral agencies such as the World Bank. The authors argue that this reconfiguration of development policy and practice permits Ecuadorian and Bolivian indigenous groups to renegotiate their relationship to development as subjects who contribute and participate. Yet it also recasts indigenous peoples and their cultures as objects of intervention and largely fails to address fundamental concerns of indigenous movements, including racism, national inequalities, and international dependencies. Andean indigenous peoples are less marginalized, but they face ongoing dilemmas of identity and agency as their fields of action cross national boundaries and overlap with powerful institutions.
