Fishery independent surveys provide crucial information for monitoring and assessing marine fish stocks. Their utility can largely be attributed to sampling procedures that are consistent across space and time, such that observed dynamics can reasonably be assumed to reflect those of the population or community being studied. However, sometimes changes to the survey design become desirable or necessary. They may be desirable if the benefits of modification outweigh the benefits of consistency, for example, with improvements in sampling technology or efficiency, revised survey priorities, or increased funding that allows for greater spatial coverage or temporal resolution. In other cases, changes to the survey design may not be desirable but necessary, for example, when specific supplies or equipment become unobtainable, or with reductions in funding, ship time, or human resources.

The International Tribunal for the Law of the Sea is an international court with competence to settle disputes concerning the law of the sea. It is a central forum for the settlement of disputes relating to the interpretation and application of the United Nations Convention on the Law of the Sea. This book evaluates the major models used for estimating the size and structure of marine fish populations (stock assessments) and changes in populations over time. This publication describes the scientific principles and techniques used for resource management of elasmobranch fisheries with emphasis on the particular context of elasmobranchs. Recreational fishing in the United States is an important social and economic component of many marine fisheries, with an estimated 14 million anglers making almost 82 million fishing trips in 2004. Although each individual angler typically harvests a small number of fish, collectively these sport fisheries can take a significant fraction of the yearly catch-in some cases more than commercial fisheries. For example, in 1999, recreational fishing accounted for 94% of the total catch of spotted sea trout, 76% of striped bass and sheephead, and 60 percent of king mackerel. It is important that systems used to monitor fishing catch are adequate for timely management of recreational fisheries. However, the large number of anglers and access points makes monitoring recreational fishing much more difficult than monitoring commercial fishing. This report reviews the types of survey methods used to estimate catch in recreational fisheries, including state/federal cooperative programs. The report finds that both telephone survey and onsite access components of the current monitoring systems have serious flaws in design or implementation. There are also several areas of miscommunication and mismatched criteria among designers of surveys, data collectors, and recreational fisheries. The report recommends that a comprehensive, universal sampling frame with national coverage should be established, and that improvements should be made in statistical analysis of the data collected and in the ways the data are communicated. A permanent and independent research group should be established and funded to evaluate the statistical design and adequacy of recreational fishery surveys and to guide necessary modifications or new initiatives.

Congress has promoted fisheries science for over a century and its involvement in fisheries management took a great leap forward with passage of the Fisheries Conservation and Management Act of 1976. In the past decade, Congress has requested advice from the National Research Council (NRC) on both national issues (e.g., individual fishing quotas and community development quotas) and the assessments related to specific fisheries (Northeast groundfish). This report was produced, in part, in response to another congressional request, this time related to the assessments of the summer flounder stocks along the East Coast of the United States. Following the initial request, the NRC, National Marine Fisheries Service (NMFS), and congressional staff agreed to broaden the study into a more comprehensive review of marine fisheries data collection, management, and use.

Lumpfish and several species of wrasses are used. There are extensive fisheries for wrasses, and aquaculture of ballan wrasse and lumpfish. Fisheries and use have evolved fast, but the development of a regulatory framework has lagged behind. Challenges linked to poor welfare, diseases and changes in the genetic structure have raised questions on the sustainability of the current practice, and The Norwegian Food Safety Authorities stated that if the welfare is not improved and the effect of cleaner fish better documented, the use can be reduced or terminated. This will have implications for the Swedish and potential future Danish fishery. This report presents the state-of-knowledge on biology, fisheries and how management have dealt with the fisheries and use.

This book really began in 1980 with our first microcomputer, an Apple II +. The great value of the Apple II + was that we could take the computer programs we had been building on mainframe and mini-computers, and make them available to the many fisheries biologists who also had Apple II + 's. About 6 months after we got our first Apple, John Glaister came through Vancouver and saw what we were doing and realized that his agency (New South Wales State Fisheries) had the same equipment and could run the same programs. John organized a training course in Australia where we showed about 25 Australian fisheries biologists how to use microcomputers to do many standard fisheries analyses. In the process of organizing this and sub sequent courses we developed a series of lecture notes. Over the last 10 years these notes have evolved into the chapters of this book.
