In this report, we describe specific research results in: (1) The theoretical basis for seismic event discrimination and for the inference of physical parameters describing seismic sources; (2) Observations of body wave magnitude residuals in the U.S. and Southern Canada and the implications for yield estimation at non-U.S. and/or U.S. test sites; (3) Inferences of magnitude-yield relationships for both U.S. and U.S.S.R. test areas, with applications of these relations to U.S. and Russian nuclear test observations, to obtain new yield estimates; (4) Studies of a variety of physical situations which would produce seismic observations for an earthquake making it appear anomalous (i.e., explosion-like) when viewed from the perspective of standard discrimination methods, and similarly physical situations were described for which explosions could appear earthquake-like, and which could also lead to large yield estimate errors.

The subject of this NATO Advanced Study Institute was seismic monitoring under a nuclear test ban - an application of scienti fic knowledge and modern technology for a political purpose. The international political objective of a comprehensive nuclear test ban provided in turn the motivation for our technical and scientific discussions. In order to obtain a historical perspec tive on the progress of the work towards a comprehensive test-ban treaty (CTB), it is necessary to go back to 1958, when a confer ence of scientific experts in Geneva made the first steps toward an international seismic monitoring system. However, agreement on actual capabilities of a monitoring system for verifying compliance with such a treaty was not achieved, and thus the conference did not lead to immediate political results. After the Partial Test Ban Treaty of 1963, which banned nuclear explosions in the atmosphere, outer space and under the seas, renewed interest in the seismological verification of a CTB took place. A number of countries initiated large-scale research efforts toward detecting and identifying underground nuclear explosions, and it was in this context that the large aperture seismic arrays NORSAR and LASA were established. This type of development resulted in excellent seismic data in digital form and was thus of great irnprotance to the seismological com munity.

In this study, the seismic hazards (SHA) in Thailand are analyzed. Fifty-five possible active fault zones identified from remote-sensing and out of those twenty-one seismic source zones are recognized to be the earthquake sources. The earthquake potential parameters used for SHA are derived from both active fault and earthquake catalogues. The strong ground-motion attenuation models are selected by comparison of the application of several candidate models with strong ground-motion data recorded in Thailand. Both deterministic (DSHA) and probabilistic (PSHA) approaches are employed in this SHA. For Thailand, there are seismic hazards in areas dominated by active fault zones such as northern, western, and southern Thailand. The DSHA map reveals seismic hazard around 0g-0.8g. In PSHA, the PGA values for 50 year in these areas are around 0.5g and 1g for 10% and 2% probability of exceedance, respectively. For Myanmar and Nicobar Islands the PSHA up to 3g in case of 2% probability of exceedance in 50 year according to the Sumatra-Andaman Subduction Zone. Comparing with the previous works the SHA of this study are higher than those proposed previously. However, this SHA compatible with the past ground shaking reported in the literatures. The SHA presented here is an important step toward an accurate evaluation of seismic hazard in Thailand. Further work is needed to refine the analysis. More observations of ground motion in the region are needed and further paleo-seismological study should be encouraged.

This dissertation presents a series of algorithms and plans for implementation of a prototype earthquake early warning system by merging two seismic observation tools: strong motion accelerometers and Global Navigation Satellite Systems (GNSS). The seismogeodetic approach, that which optimally merges these disparate data types, allows a reliable estimation of the earthquake source for early warning procedures from event detection to magnitude estimation and higher order products. We address implementation of this system in a real-time, automated environment, designed to operate without manual oversight. We assess the capabilities of low-cost micro-electro-mechanical systems (MEMS) accelerometers merged with observatory-grade GNSS for seismic P-wave detection, and suggest statistical methods to determine whether P-wave detections are consistent between stations, which allows for the automated removal of poor quality detections to avoid propagating these errors to higher order warning products. In line with these goals, we demonstrate how seismogeodetic observations contribute to our view of initial rupture dynamics of large earthquakes. We address an open question in seismology regarding the deterministic nature of earthquakes, assessing how early it is possible to fully characterize the source parameters of large, damaging earthquakes. Our seismogeodetic observations suggest that final earthquake magnitude is not discernable from the first few seconds of observation and therefore the earthquake rupture process is not strongly deterministic. We further investigate the complete temporal evolution of seismic moment release to identify the earliest magnitude-dependent features in our observational dataset. We create synthetic rupture models to identify the physical basis responsible for the timing of observed magnitude-dependent qualities. Our findings suggest that earthquake magnitude can be estimated prior to rupture completion, consistent with a weakly deterministic rupture process. These results provide new insights into the best practices for early warning and rapid response, and suggest limitations on the timeliness of earthquake source characterization. Finally, we turn to the built environment to demonstrate the applicability of these multi-instrument sensors to long-term structural health and seismic monitoring, to bolster earthquake and other natural hazard response practices. We describe efforts to characterize local buildings by creating a baseline model for the healthy structure and propose methods by which structural health can be evaluated over time or following a major seismic event to assess building safety without the need for manual inspection. We again assess the capabilities of low-cost MEMS accelerometers and describe the limitations of this lower-quality instrumentation for structural monitoring applications.
