The subject of this NATO Advanced Study Institute was seismic monitoring under a nuclear test ban - an application of scienti fic knowledge and modern technology for a political purpose. The international political objective of a comprehensive nuclear test ban provided in turn the motivation for our technical and scientific discussions. In order to obtain a historical perspec tive on the progress of the work towards a comprehensive test-ban treaty (CTB), it is necessary to go back to 1958, when a confer ence of scientific experts in Geneva made the first steps toward an international seismic monitoring system. However, agreement on actual capabilities of a monitoring system for verifying compliance with such a treaty was not achieved, and thus the conference did not lead to immediate political results. After the Partial Test Ban Treaty of 1963, which banned nuclear explosions in the atmosphere, outer space and under the seas, renewed interest in the seismological verification of a CTB took place. A number of countries initiated large-scale research efforts toward detecting and identifying underground nuclear explosions, and it was in this context that the large aperture seismic arrays NORSAR and LASA were established. This type of development resulted in excellent seismic data in digital form and was thus of great irnprotance to the seismological com munity.

Monitoring Underground Nuclear Explosions focuses on the checking of underground nuclear explosions, including the Comprehensive Test Ban Treaty (CTB), seismological stations, earthquake-source models, and seismicity. The publication first elaborates on test-ban negotiations, nuclear explosions, seismological background, and explosions and earthquakes as seismic sources. Concerns cover comparison between explosion-source and earthquake-source models, theoretical calculation of seismic waves, earth structure, seismicity, nuclear test activities, bomb designs, and disarmament treaties. The manuscript then tackles seismological stations, detection, event definition and location, depth estimation, and identification. Topics include multistation discriminants, statistical aspects, long-period and short-period signals, near distances, location by a network of stations, international data exchange, station detection capabilities, and station networks. The book examines the monitoring of a comprehensive test-ban treaty, nonseismological identification, evasion, peaceful nuclear explosions, and yield estimation. The text is a dependable reference for researchers interested in the monitoring of underground nuclear explosions.

Surface waves form the longest and strongest portion of a seismic record excited by explosions and shallow earthquakes. Traversing areas with diverse geologic structures, they 'absorb' information on the properties of these areas which is best retlected in dispersion, the dependence of velocity on frequency. The other prop erties of these waves - polarization, frequency content, attenuation, azimuthal variation of the amplitude and phase - arc also controlled by the medium between the source and the recording station; some of these are affected by the properties of the source itself and by the conditions around it. In recent years surface wave seismology has become an indispensable part of seismological practice. The maximum amplitude in the surface wave train of virtually every earthquake or major explosion is being measured and used by all national and international seismological surveys in the determination of the most important energy parameter of a seismic source, namely, the magnitude M,. The relationship between M, and the body wave magnitude fI1t, is routinely employed in identification of underground nuclear explosions. Surface waves of hundreds of earthquakes recorded every year are being analysed to estimate the seismic moment tensor of earthquake sources, to determine the periods of free oscillations of the Earth, to construct regional dispersion curves from which in turn the crustal and upper mantle structure in various areas is derived, and to evaluate the dissipative parameters of the mantle material.

Research during the reporting period was accomplished in four categories: (a) Analysis of Rayleigh wave dispersion for polar paths; (b) development of improved array processing techniques; (c) determination of bias in network computations of body wave magnitudes; and (d) investigation of the effect on the Rayleigh spectrum of lateral heterogeneity in earthquake source regions. Because of the uniformity of group velocity dispersion within the polar wave guide and the broad-band nature of the Rayleigh waves, 'matched' or chirp-filter techniques were found to be particularly effective on data recorded at McKinney, TX, site.

In this report we describe methods of modal synthesis which provide very detailed theoretical seismograms in the near and regional distance ranges. We give the mathematical basis for the method, along with some examples of its use. We also describe a sophisticated automatic signal analysis program, which is to be used to generate discrimination variables from observed data. The program and underlying procedures were tested using synthetic seismic signals in order to evaluate its performance in the presence of interfering noise. The signal analysis program was also applied to observed seismic data. The purpose of this program is to isolate particular, important, seismic phases (discrete signals) and to obtain accurate estimates of the spectral characteristics of these signals for purposes of event discrimination. Based on its performance, on a variety of observed and synthetic seismic data, it appears that the method can provide much enhanced discrimination/event identification capability, over currently used methods. Finally we illustrate, and discuss, the use of theoretical event magnitude data (m sub b and M sub s) as a basis for event identification. In particular we show that, based on theoretical m sub b versus M sub s relations obtained by synthesizing seismic wave fields in the teleseismic distance range, we can obtain good estimates of seismic source parameters, in particular stress changes and failure zone dimensions for earthquakes and effective stress and nonlinear zone dimensions for explosions, and can use these parameters to form a discrimination available which can serve as a very effective means of discriminating underground explosions from earthquakes.
