Indonesia over the past two decades has embarked on a process of decentralization as part of a broader process of democratization, which followed earlier periods of centralized governance and authoritarian rule across the archipelago. The purpose of this book is to begin to explore the connections between governance and sustainable society in a wide variety of policy fields in Indonesia, and how reforming governance structures may contribute to societal benefits and the creation of a long-term sustainable society. This book bridges important theoretical debates related to governance and sustainable society and provides empirical research from Indonesia in important policy areas related to this debate. By placing research in different policy areas in a single volume, the link to the broader concepts of governance, decentralization, and societal outcomes is strengthened. The book builds on the recent interest that has focused on Indonesia and the continued development of democracy in the country. The chapters in the book show a rich variety of decentralized governance arrangements and capacity building at the local level in particular. Central standards (for example for social sustainability, anti-corruption arrangements, or for dealing with direct foreign investment), combined with local innovation (for example for municipal coordination of primary health care or metropolitan transport), are key to Indonesia as a country in a continuing process of transformation. We identify three key trends in the on-going process of decentralization and governance in Indonesia. First, we find that formal governance, the relation between the national and local government, is characterized by a system of ‘variable geometry multi-level governance’ depending on the policy area. The challenge ahead is strengthening accountability mechanisms to assure national standards while preserving and encouraging local innovation. Secondly, informal governance mechanisms are evolving to move from ‘hierarchical to network’ forms of governance. Here the challenge is to insure democratic input by citizens and civil society organizations. Finally, we identify a trend toward ‘shared value creation and sustainable cooperation.’ Indonesia is beginning to move from a rather singular policy focus on economic growth to a more complex and developing notion of policymaking for inclusive growth and the creation of a sustainable society for present and future generations. Here the challenge is sound implementation and to increase the effectiveness of governance mechanisms. There is also a noted diffusion of goals, to focus beyond the Jakarta metropolitan area to smaller regional cities, as urbanization continues and rural areas are changing. This book will be of interest for use in advanced undergraduate and graduate courses related to Southeast Asia in the fields of international relations, political science, public administration, economics, law, sociology, educa tion, public health, and the spatial sciences. It will also be of interest to policymakers and government officials at the national and local level in Southeast Asia and middle-income developing countries, officials and policymakers in institutions of regional governance such as the Association of Southeast Asian Nations (ASEAN), and of global governance such as the United Nations and World Bank. It will also be of interest to civil society organizations and other actors focused on policy development and economic development, health, education, the environment, sustainable transport, etc. The book will also be of interest to business people interested in economic and governance issues, such as the management and governance of in-bound foreign investment, inclusive growth, and corporate governance. Finally, the book should be of interest to citizens in advanced, middle-income, and developing countries motivated to learn more about the links between governance and the creation of a sustainable society for current and future generations.

The thesis is a critical analysis of the contemporary development planning system in Indonesia, institutionalized in parallel with democratization and decentralization policies. It examines to what extent local development planning exhibits practices of good governance, through its features of transparency, responsiveness, accountability and inclusive-participative procedures. The central research question is to what extent does decentralization promote good governance in development planning?Scholars have investigated decentralization outcomes in Indonesia from various angles, portraying both skepticism and optimism. This study contributes to understanding about how local government in Indonesia uses its new powers within a broader context of democratization, in an area which has received less attention, i.e. development planning. This includes understanding about how participative, pro-poor and gender-sensitive policies, the contemporary vocabulary of Indonesian politics, are put into practices in instituting development planning, in particular for the education sector.In this thesis the practices of development planning are investigated in two districts in Nusa Tenggara Barat (NTB)province, i.e. Central and West Lombok. The research involved a critical review of development planning policies, interviews with government officials at the national, provincial and district levels, project/donor funding agency staff, and members of local NGOs, and observations of Musrenbang, the multi-stakeholder forum for development planning at the village and supra-village levels.The contemporary regulations for development planning build a foundation for more transparent and responsive practices, and require governments to be accountable to their local constituents. Public engagement is a core value, obligating governments to consult the public through all phases in designing development plans.In general the research findings demonstrate complex relations between democratic political institutions, devolved power and the realities of political practice. Planning procedures in the two districts showed unprecedented transparency, as required by regulations: program planning along with the budget was exposed to the public, through local media and during the sessions of Musrenbang. Another obvious sign of progress is the involvement of the public, which contrasts with the previous practice which was restricted to the elites. Women's involvement was also more obvious than before, although this was not the case for the poor. Participants played active roles in Musrenbang, asking questions, demanding modifications or posing criticism, although this varied across areas.However, the participative process was characterized by less than satisfactory practical and strategic preconditions, which compromised the quality of the process. The development planning process cannot be dissociated from the dynamics of local politics, which in Lombok have politicized government institutions and had unexpected implications for how decisions on development programs were made.Overall, this study concludes that there has not been much progress towards good governance in development planning in the two districts observed. Judging from this example, decentralization is important but insufficient in establishing good local governance for development planning. Political will from local bodies is essential, and it was lacking in these two districts of Lombok. Although so far it is under-utilized, an invited space like Musrenbang can be an important entry point for both the officials and the public to engage in critical collaboration in development planning.

Decentralisation has been viewed as one means for promoting citizen well-being by bringing public goods and services closer to local needs. Yet empirical evidence across developing countries shows mixed results. This study aims to examine the association between decentralisation, public services and well-being in decentralised Indonesia. It argues that decentralisation enhances citizen well-being through improved local government capacity better able to deliver public goods and services. With lack of local government capacity and accountability, decentralisation decreases well-being. This study contributes to existing research on decentralisation and well-being in three ways. First, while most studies discuss decentralisation and well-being in a cross-country context, this examines the relationship in a cross-local government context, and specifically within a developing country. Second, while most decentralisation studies focus on objective measures of well-being, this study uses both a subjective measure (i.e. happiness and citizen satisfaction with public services) and an objective measure (i.e. child health and healthcare demand). Third, while most studies use either aggregate or individual analyses to examine the effect of decentralisation on well-being, this study uses multilevel analysis to examine the effect of local government determinants on individual well-being. This study uses unique datasets which combine individual and household level data and local government data. Individual and household level data is taken from the Governance and Decentralisation Survey (GDS) 2006, the Indonesian Family Life Survey (IFLS) 2007, and the Indonesia socio-economic survey (Susenas) 2009. Local government level data comes from the national village census (Podes) 2006-2008, the national election database 2004-2007, the national health database 2009, local development budget and expenditure information 2004-2008, and the consumer prices indices 2004-2009. The main findings show that well-being among Indonesians varies across local governments, and that disparities in both public services and well-being appear between more developed and less developed regions. Well-being is not only associated with individual and household determinants, but also with local government determinants. The results are consistent, namely, that variation in well-being is associated with the capacity of local governments to deliver public goods and services. Citizens report being happier and more satisfied when local governments are able to provide better public goods and services for them (i.e. able to spend more of their budget on providing public services). In contrast, well-being decreases in the face of local corruption and of weak capacity to govern. These findings suggest that improving local government capacity to provide effective policies and good public services is vital to improve citizen well-being in decentralised Indonesia.
