Across OECD countries, one in seven working-age adults identifies as having a disability. Many are excluded from meaningful work and have low levels of income and active social engagement. Becoming sick or disabled often leads people to leave the labour market even if they maintain work capacity and willingness to work. Governments and employers can help create an environment that prevents sickness and disability, promotes return-to-work and enables persons with disabilities to thrive in their job. The COVID-19 pandemic and its toll on physical and mental health has made the creation of an enabling environment more important than ever. This report proposes policy recommendations to the Irish government to improve the participation of persons with disabilities. Ireland has one of the highest disability employment gaps in OECD countries. Disability employment policy has seen significant improvement in the past decade but the reforms have not produced the desired results. This report shows that engaging employers is critically important to getting and keeping persons with disabilities in work. It also highlights the importance of further structural change and accessible and sufficiently resourced public employment and adult learning services to create a labour market that works for all - including for persons with disabilities.

The transition towards a green economy, rapid development of digital technologies and demographic change are some of the forces disrupting traditional career paths, resulting in more fluid diversified career trajectories. To benefit from increased longevity, workers will increasingly have to consider job mobility at middle and older ages, changing jobs or careers more frequently than in the past. As in other countries, career mobility declines with age in the United Kingdom, yet voluntary mobility can provide opportunities to find better jobs, potentially improving job satisfaction, skills use and productivity. This report identifies key public and employer policies in the United Kingdom that can support career mobility at older ages. While the UK labour market remains dynamic providing ample job opportunities, not all workers benefit equally. Sustained public commitment to better-integrated career guidance, employment support and skills training is needed to support workers at all stages of their career. With workforce ageing, all stakeholders including employers must prioritise enhancing job quality along with health and well-being to prevent premature workforce exits. Key factors include fair pay, access to occupational health, supportive working conditions and workplace accommodation, flexible work options, and opportunities for ongoing learning and development.

Belgium’s economy has been relatively resilient to recent shocks and is expected to continue to grow steadily. Public finances have deteriorated though. In absence of fiscal consolidation, the debt-to-GDP ratio is projected to rise fast. Cutting ineffective public spending and reforming the budgetary framework to increase accountability across governments would help ensure public finances are on a sustainable path. Reforms to taxes and benefits could foster labour market activation and expand the tax base. Strengthening prevention and return-to-work programmes could contribute to tackling the high and increasing take up of disability benefits and better support employment of people with reduced work capacity. A coordinated strategy to reduce administrative costs and facilitate small firms’ access to training could increase business dynamism and productivity. Targeted support for female entrepreneurs could also unlock additional potential of the SME sector. Achieving the green transition requires setting up binding targets and improving coordination of climate policy across federal and regional governments. Easing procedures and improved financing schemes would help deploy renewable energy production. Transparency in future environmental standards with adequate and well-targeted financial incentives would sustain household investment in energy efficiency and electrification, particularly in the transportation and building renovation sectors.
