Nuestro estudio se centró en las transformaciones del poder ejecutivo en Marruecos. Comprender este poder define su sistema político. Esto se debe a la existencia de una monarquía presente, activa e importante, además de ser protagonista de una presencia conservadora, espiritual y simbólica, como resultado de la "legitimidad" histórica y clásica. Desde los años ochenta del siglo XX, el debate académico y político sobre la eficiencia de las actividades del Gobierno ha sido considerable. Con la adopción de la Constitución de 2011, se ha intensificado aún más. Al simplificar, podemos clasificar las diferentes posiciones en dos opciones principales que hemos discutido: Por un lado, hay una tendencia doctrinal que considera que hay señales de una transición política lenta en Marruecos; Por otro lado, otros autores consideran que estas reformas son temporales, excepcionales y sin efectividad en el estado profundo del Majzén, mientras que el monarca continúa teniendo poderes políticos y ejecutivos, muy similares a los regímenes presidenciales. Para mediar en este debate, debe tener la perspectiva histórica del desarrollo institucional del Poder Ejecutivo en la Constitución de 2011. El texto supremo de 2011 aparece en un momento histórico particular, durante un período de inestabilidad política provocada por las primeras revueltas de la "primavera democrática". Además, para algunos autores, es una reacción del Poder para evitar males mayores en forma de revoluciones o cambios radicales en el sistema político tras el crecimiento y la expansión del movimiento de protesta de 20 de febrero. El nuevo movimiento habría empujado al rey Mohamed sexto, para evitar peores escenarios, a iniciar el comienzo de profundas reformas constitucionales. Para determinar si los poderes del jefe del Gobierno son efectivamente los de un modelo de monarquía parlamentaria comparable al observado en muchos países europeos, hemos estudiado cuidadosamente el nombramiento del jefe del Gobierno, la formación del Gobierno, el programa político y la investidura. Por otro lado, las relaciones con otras potencias también eran información valiosa: en primer lugar, la relación entre el jefe del Gobierno y el Rey, pero también con otros miembros del Gobierno, con la administración pública, con el Poder Legislativo, con el Poder Judicial y con el Tribunal Constitucional. In many ways the power of the social protection floor lies in its simplicity. The floor is based on the idea that everyone should enjoy at least basic income security sufficient to live, guaranteed through transfers in cash or in kind, such as pensions for the elderly and persons with disabilities, child benefits, income support benefits and/or employment guarantees and services for the unemployed and working poor. Together, in cash and in kind transfers should ensure that everyone has access to essential goods and services, including essential health services, primary education, housing, water and sanitation. This report, prepared under the guidance of Ms Michelle Bachelet and members of the Advisory Group, shows that the extension of social protection, drawing on social protection floors, can play a pivotal role in relieving people of poverty and deprivation.
