This open access volume analyses the development of democracy at different levels of governance (from local to global). The Basque search for an institutional and democratic model that adapts to its social needs and solves its problems offers an interesting perspective for analyzing the way in which democracy is seeking new forms of materialization from the local to the global. The volume is divided into four parts. The chapters in Part I analyze the tensions between the neoliberal vision of democracy and the voices contesting it, with projections at different levels of government. The chapters in Part II focus on the emerging framework and scales of Western democracy. The chapters in Part III present new forms of citizen participation, paying special - though not exclusive - attention to new practical strategies for Basque society. This book carries out a comparative analysis of the power struggles over the post-neoliberal social security reforms in Venezuela and Ecuador. The research breaks down why the social security system reform initiated by Hugo Chávez’ government in Venezuela has come down since its passing in 2002, whereas the social security system reform initiated by Rafael Correa’s government in Ecuador has come along in spite of the obstacles since 2007. All in all, the analysis determined that the struggles over the social security system reforms in both countries remarkably corresponded to each other with regard to their structural conditions, points of contention, and contending actors. In contrast, the analysis established substantial divergences regarding the ways in which the struggles over both reforms came about, due to the divergent development of the struggles for hegemony between government and opposition. These divergences finally brought about the indefinite stagnation of the reform in Venezuela and the advancement of subsequent partial reforms aimed at the universalization of social security in Ecuador.

From Popular to Insurgent Intellectuals explains how a group of Catholic lay catechists educated in liberation theology came to take up arms and participate on the side of the rebel FMLN during El Salvador’s revolutionary war (1980-92). In the process they became transformed from popular intellectuals to insurgent intellectuals who put their organizational and cognitive skills at the service of a collective effort to create a more egalitarian and democratic society. The book highlights the key roles that peasant catechists in northern Morazán played in disseminating liberation theology before the war and supporting the FMLN during it—as quartermasters, political activists, and musicians, among other roles. Throughout, From Popular to Insurgent Intellectuals highlights the dialectical nature of relations between Catholic priests and urban revolutionaries, among others, in which the latter learned from the former and vice-versa. Peasant catechists proved capable at making independent decisions based on assessment of their needs and did not simply follow the dictates of those with superior authority, and played an important role for the duration of the twelve-year military conflict.
