We assess the strength of the different conditions identified in the literature of robust mechanism design. We focus on three conditions: ex post incentive compatibility, robust monotonicity, and robust measurability. Ex post incentive compatibility has been shown to be necessary for any concept of robust implementation, while robust monotonicity and robust measurability have been shown to be necessary for robust (full) exact and virtual implementation, respectively. This paper shows that while violations of ex post incentive compatibility and robust monotonicity do not easily go away, we identify a mild condition on environments in which robust measurability is satisfied by all social choice functions over an open and dense subset of first-order types. We conclude that there is a precise sense in which robust virtual implementation can be significantly more permissive than robust exact implementation. -- robust mechanism design ; ex post incentive compatibility ; robust monotonicity ; robust measurability

This book is open access under a CC BY license. This book is the first to develop explicit methods for evaluating evidence of mechanisms in the field of medicine. It explains why it can be important to make this evidence explicit, and describes how to take such evidence into account in the evidence appraisal process. In addition, it develops procedures for seeking evidence of mechanisms, for evaluating evidence of mechanisms, and for combining this evaluation with evidence of association in order to yield an overall assessment of effectiveness. Evidence-based medicine seeks to achieve improved health outcomes by making evidence explicit and by developing explicit methods for evaluating it. To date, evidence-based medicine has largely focused on evidence of association produced by clinical studies. As such, it has tended to overlook evidence of pathophysiological mechanisms and evidence of the mechanisms of action of interventions. The book offers a useful guide for all those whose work involves evaluating evidence in the health sciences, including those who need to determine the effectiveness of health interventions and those who need to ascertain the effects of environmental exposures.

NASA's exploration of planets and satellites during the past 50 years has led to the discovery of traces of water ice throughout the solar system and prospects for large liquid water reservoirs beneath the frozen ICE shells of multiple satellites of the giant planets of the outer solar system. During the coming decades, NASA and other space agencies will send flybys, orbiters, subsurface probes, and, possibly, landers to these distant worlds in order to explore their geologic and chemical context. Because of their potential to harbor alien life, NASA will select missions that target the most habitable outer solar system objects. This strategy poses formidable challenges for mission planners who must balance the opportunity for exploration with the risk of contamination by Earth's microbes, which could confuse the interpretation of data obtained from these objects. The 2000 NRC report Preventing the Forward Contamination of Europa provided a criterion that was adopted with prior recommendations from the Committee on Space Research of the International Council for Science. This current NRC report revisits and extends the findings and recommendations of the 2000 Europa report in light of recent advances in planetary and life sciences and, among other tasks, assesses the risk of contamination of icy bodies in the solar system.

Are international courts effective tools for international governance? Do they fulfill the expectations that led to their creation and empowerment? Why do some courts appear to be more effective than others, and do so such appearances reflect reality? Could their results have been produced by other mechanisms? This book evaluates the effectiveness of international courts and tribunals by comparing their stated goals to the actual outcomes they achieve. Using a theoretical model borrowed from social science, the book assesses their effectiveness by analysing key empirical data. Its first part is dedicated to theory and methodology, laying out the effectiveness model, explaining its different components, its promise and limits, and discussing the measurement challenges it faces. The second part analyses the role that indicators such as jurisdiction, judicial independence, legitimacy, and compliance play in achieving effectiveness.
