Asian countries have witnessed a sharp increase in real wage as a result of rapid economic growth and structural transformation in recent years. Using a country level panel data from 1980 to 2010, this paper examines the effects of real wage increase on Asian agriculture that traditionally used family labor intensively on small farms. The empirical evidence supports our hypothesis that an increase in real wages, along with absorptions of labor into nonagricultural sectors, has been inducing the substitution of labor by machines in agriculture. However, this process is less successful in the countries that are constrained by their small operational land sizes, resulting in lowered land productivity. We also demonstrated that dynamic changes in yield are an important determinant of food self-sufficiency ratio. The above findings imply that in the near future, Asian agriculture can face a challenge in maintaining domestic food production. Given the large size of consumer demands in the region and its increasing trend, the future path of Asian agriculture could be a significant constraint on the global food supply–demand balance.

Rapid population growth in many developing countries has raised concerns regarding food security and household welfare. To understand the consequences of population growth on in the general equilibrium setting, we examine the dynamics of population density and its impacts on household outcomes using panel data from Indonesia. More specifically we explicitly highlight the importance of migration to urban sectors in the analysis. Empirical results show that human capital in the household determines the effect of increased population density on per capita household consumption expenditure. The effect of population density is positive if the average educational attainment is high (above junior high school), while it is negative otherwise. On the other hand, farmers with larger holdings maintain their advantage in farming regardless of population density. The paper concludes with some potential lessons for African countries from Indonesia’s more successful rural development experiences.

Using data from multiple sources, we show that in Bangladesh, the increase in real wages, particularly female wages, has accelerated since the late 2000s, suggesting that the Lewis turning point (the point at which the labor market starts to shift in favor of workers) has arrived in Bangladesh. Rising wages are likely a result of a combination of more ample job opportunities in the nonfarm sector, especially in the manufacturing sector for females, and a greater amount of remittances, primarily from male workers overseas. Since human capital is the most important asset for the poor, the escalation in real wages has boosted the poor’s earnings, thereby reducing their likelihood of being poor.

Addressing emerging global poverty, hunger, and malnutrition challenges requires prudent evidence-based policymaking at the country level. Capacity for generating evidence remains a major constraint in the policy process in developing countries. We surveyed 30 countries to measure the capacity of their individuals, organizations, and policy process system to undertake food and agricultural policy research. Our Food Policy Research Capacity Index, constructed using measures of human capacity (PhD full-time equivalent researchers per million rural residents), human capacity productivity (publications per PhD full-time equivalent researcher), and strength of institutions (the government effectiveness pillar of the Worldwide Governance Indicators), showed substantial variation across countries, with the Republic of South Africa, Colombia, and Ghana scored far higher than countries with similarly sized rural populations such as Liberia, Laos, Burundi, and Afghanistan. Initial analysis showed that the index is strongly positively correlated with the Global Food Security Index and negatively correlated with the Global Hunger Index. Further work is planned to refine the indicators, particularly with regard to the effects of country size (population) and quality of the underlying data.

Manufacturing is intensive in the use of reproducible factors and exhibits greater technological dynamism than primary production. As such, its growth is central to long-run development in low-income countries. African countries are latecomers to industrialization, and barriers to manufacturing growth, including those that limit trade, have been slow to come down. What factors contribute most to increases in output and productivity growth in African manufacturing? Recent trade–industrial organization theory suggests that trade liberalization should raise average total factor productivity (TFP) among manufacturing firms (Melitz 2003). However, these predictions are conditional on maintained assumptions about the nature of industries, factor markets, and trade patterns that may not be appropriate in a developing-country setting. Manufacturing firms are heterogeneous, so the analysis demands disaggregated data. We use firm-level data from the World Bank’s Regional Program on Enterprise Development, covering Ghana, Kenya, Nigeria, and Tanzania for 1991–2003. Among other things, the data distinguish exports by destination (Africa and the rest of the world), which is important due to the spread of intra-African regional trade agreements (RTAs). Econometric results confirm well-known relationships, such as a positive association between export intensity and TFP, which implies that more productive firms are more likely to select in to exporting. However, we also find the destination of exports to be important. Many exporters have experienced declining TFP growth rates, which have occurred at different rates depending on the country and the export destination. The evidence for “learning by exporting” is thus mixed. These results add a new dimension to controversies over the development implications of trade liberalization and the promotion of intra-African RTAs.

To support gender analysis in agriculture, household surveys should be better designed to capture gender-specific control and ownership of agricultural resources such as male-owned, female-owned, and jointly owned assets. This paper offers guidelines on how to improve data collection efforts to ensure that women farmers are interviewed and that their voices are heard. Researchers need to clarify who should be interviewed, how to structure the interview, and how to identify which people are involved in various activities, as owners, managers, workers, and decisionmakers. It is important not simply to assume that one particular person does these activities based on social norms, but instead to ask the questions to allow for a range of answers that can demonstrate how the gender patterns in agriculture are changing. To assist in these efforts, the paper provides an overview of relevant questions to include, emphasizing that whenever questions are asked about ownership and access to resources, answers should be associated with individuals. Finally, collecting data on the institutions that are related to agricultural production and marketing allows analysis of the gender-based constraints and opportunities that they present.

Vietnam is likely to be among the countries hardest hit by climate change, threatening its legacy as a champion in leveraging agriculture for development. This paper examines how a changing climate may affect rice production and how Vietnamese farmers are likely to adapt to various climatic conditions using an innovative yield function approach, taking into account sample selection bias and endogeneity of inputs. Model results suggest that although climate change can potentially reduce rice production, farmers will respond mainly by adjusting the production portfolio and levels of input use. However, investments in rural infrastructure and human capital will have to support farmers in the adaptation process if production levels and farm incomes are to be sustained in the future.
