Available online: https://pub.norden.org/temanord2020-508/ Abstract [en] This report describes the activities of two projects that were carried out us-ing the infrastructure of the Nordic Food Analysis Network, i.e. the ‘Nordic Food Composition Data for Labelling (NordCoLa)’ project carried out between 2018 and 2020, and the preceding project ‘Fostering the quality and use of Nordic food composition data’, carried out under the Finnish Presidency of the Nordic Council of Ministers in 2016. The primary aim of the NordCoLa project was to evaluate the needs, gaps and synergies of the Nordic food consumption databases in relation to the data to be used to implement the new European nutrient labelling legislation. This was to ensure quality food composition data in the Nordic countries for food producers and other users for nutrient labelling purposes. The results of the projects are summarised in this report.

The Nordic Food Analysis Network project (NFAN, 2013–2016) focused on creating a common, simple communicational platform to share history and plans on chemical food analyses. This report describes the activities that have taken place in the area of chemical food analysis, for the national food composition databases of the Nordic countries, at the national level, since 2000 and specific activities of this network between the years of 2013–2016. This network picked fibre, iodine and sodium as specific nutrients to focus on during this project, and comparative analyses of selected Nordic food items were carried out during this project with external funding. The results of the activities are summarized in this project report.

About twenty years ago, there was a recognition in Europe that real benefits would flow from coordinating the manner in which food composition tables were produced in the various countries of Europe. Subsequent development of computerised nutritional data bases has further highlighted the potential advantages of working together. Such cooperation could lead to improved quality and compatibility of the various European nutrient data bases and the values within them. This realisation was one of the driving forces behind the development of the Eurofoods initiative in the 1980's when those people in Europe interested in data on food composition began working together. This initiative received further impetus with the establishment of the Eurofoods-Enfant Concerted Action Project within the framework of the FLAIR (Food-Linked Agro-Industrial Research) Programme of the Commission of the European Communities. It was quickly recognised that the draft guidelines for the production, management and use of food composition data which had been prepared under the aegis of INFOODS (International Network of Food Data Systems, a project of the United Nations University), would be especially applicable to the objectives of the Concerted Action. The guidelines have been written by two recognised experts. Many people associated with FLAIR Eurofoods-Enfant have added constructive criticism and advice to that offered previously by those associated with INFOODS. Thus the guidelines are backed by a consensus in the community of those responsible for the production and use of food composition tables and nutrient data bases.

In December 2016, FAO and WHO convened an International Symposium on Sustainable Food Systems for Healthy Diets and Improved Nutrition, gathering delegates from 90 UN Member States representatives of intergovernmental organizations, private-sector entities, civil society organizations, academia/research organizations and producer organizations/cooperatives. The symposium aimed to increase awareness of today’s urgent food and nutrition challenges, and to create a forum to discuss strategies for regulation and reform, in the aftermath of the ICN2 and under the umbrella of the UN Decade of Action on Nutrition 2016-2025. Nine parallel sessions comprising expert presentations and country case studies were complemented by a session on the United Nations Decade of Action on Nutrition, a student’s session, plenary and special events. Food insecurity, hunger and malnutrition have been on the rise in recent years, due to disruptions such as the COVID-19 pandemic, increasing climate shocks and conflicts. Decades of steady progress to reduce food insecurity and malnutrition were often attributed to increased food production and intensification of few food staple crops and livestock, however more recent focus has shifted to the role of small-scale producers and the importance of diverse and nutritious foods. This technical paper brings focus to the often overlooked ‘small fish’ which play an integral role in the food security, nutrition and livelihoods of the small-scale fisherfolk who harvest, process, market, trade and distribute small fish to communities near and far from water bodies. The technical paper explores the various dimensions of the ‘small fish food system’, addressing drivers, scales, interactions and multiple outcomes and trade-offs, such as that of small fish used for food versus feed. Throughout, the work applies a human-centred perspective, emphasizing how people are involved in various stages of a food system, and how interactions and networks between them play a role in food system dynamics and outcomes. It is also emphasizes how people play multiple roles within a food system, and thus should not be narrowly defined as fishers, processors or consumers. The paper documents project implementation and lessons from the FAO subprogramme titled “Implementing the Small-Scale Fisheries Guidelines for gender equitable and climate resilient food systems and livelihoods”, and the SmallFishFood, Ikan-F3, Dried Fish Matters, and Fish4Food projects led by the University of Bergen, the University of Amsterdam and the University of Manitoba.
