Manufacturing is the locus of U.S. innovation, accounting for more than three quarters of U.S. corporate patents. The rise of import competition from China has represented a major competitive shock to the sector, which in theory could benefit or stifle innovation. In this paper we empirically examine how rising import competition from China has affected U.S. innovation. We confront two empirical challenges in assessing the impact. We map all U.S. utility patents granted by March 2013 to firm-level data using a novel internet-based matching algorithm that corrects for a preponderance of false negatives when using firm names alone. And we contend with the fact that patenting is highly concentrated in certain product categories and that this concentration has been shifting over time. Accounting for secular trends in innovative activities, we find that the impact of the change in import exposure on the change in patents produced is strongly negative. It remains so once we add an extensive set of further industry- and firm-level controls. Rising import exposure also reduces global employment, global sales, and global R&D expenditure at the firm level. It would appear that a simple mechanism in which greater foreign competition induces U.S. manufacturing firms to contract their operations along multiple margins of activity goes a long way toward explaining the response of U.S. innovation to the China trade shock.

The relationship between competition and innovation has drawn great attention from economists and strategic management researchers. However, the empirical evidence for this relationship remains inconsistent. On the one hand, the Schumpeterian viewpoint credits that the large firms with substantial monopoly market power have resources and incentives to innovate. On the other hand, it is also possible for a monopolist to have incentives to suppress subsequent innovations. It is suggested by Baldwin and Scott (1987) and Tang (2006) that the relationship between competition and innovation is dependent on the competition context and specific type of innovation activities. In this study, we investigate the relationship between foreign competition and pioneering innovation and consider the moderating role of absorptive capacity for this relationship, using the Canadian Innovation Data. We find a U-shaped relationship between foreign competition and pioneering innovation: when foreign competition increases from a low to a moderate level, the likelihood of pioneering innovation decreases. However, the likelihood of pioneering innovation increases when foreign competition continues to increase from a moderate to a high level. We also found evidence that absorptive capacity may positively moderate the relationship between foreign competition and pioneering innovation.

Innovation continues to drive economic development and business competitiveness. In the past centuries, innovation has been focused around national and international business development. But in the twenty-first century, innovation is occurring in a global context, with the factors of innovation changing for success in global competitiveness. While many innovation theories abound, the real test of validity is an empirical success in using innovation to enter and succeed in global markets. While Japan was the principle success story for innovation and competitiveness in the second half of the twentieth century, Korea now has become the exemplar of global success. What strategies and factors have successful Korean firms implemented to achieve global stature? In 2012, Samsung became the largest electronics company in the world, dominating markets in memory semiconductors and displays and smart phones. Hyundai became the fifth largest automobile manufacturer in global markets. Posco had emerged from a national steel company into a global company. We review modern innovation theory and examine its practices in cases of successful Korean companies which have attained global stature. We will learn from the Korean experience in global competition, six important principles about the interaction between the economy and innovation: (1) a dynamic firm capability in both innovation and capital commitment, (2) an industrial economy-of-scale of innovative production capabilities (3) an industrial economy-of-speed in innovating new products, (4) a strong national research & development capability for advancing technology, (5) a strong national university system for developing educated human resources, and (6) a strong national infrastructure capability for fostering commercialisation of new business. Also, we learn that in the global marketplace for any competitive nation, there is no such thing as a 'post-industrial economy'.

This book addresses three important concepts in the economy—competition, innovation, and growth—using various cases and available data in Japan and other countries. First, the authors discuss competition, including global competition, to provide a better understanding of competition policy in Japan. Then, the authors examine the effects of human capital and alliance on innovation while providing new innovation indicators. Moreover, the authors examine growth from the perspective of corporate strategy such as acquisition, including international comparison. The interplay of competition, innovation, and growth has been prevalent in Japan, and it still acts as a catalyst for stimulating the stagnant economy. A better understanding of competition, innovation, and growth provides the tools to reinvigorate the stagnant economy in Japan and to reinforce the economy in other countries where the period of rapid growth has ended.

Annotation In developing countries and emerging economies, traditional industrial practices can be linked to policy changes which foster innovation, but can equally result in stagnation if the policy/practice mix is wrong. These case studies -- from Brazil, Chinese Taipei, India and Korea -- demonstrate that where industrial habits tend to reduce competitiveness, policies can make a difference. The book opens a fresh debate on the industrial policies developing countries need to adopt to compete and grow in a globalized economic environment.
