Nearly all research devoted to policing focuses on public uniformed police and their legal use of force. An overwhelming amount of this work draws on evidence from Anglo-American police forces. These twin emphases have led to a limited view. Agencies such as criminal investigation units, intelligence services, private security companies, and military policing organizations have almost entirely escaped scholarly attention. In The Policing Web, Jean-Paul Brodeur looks at policing as a whole. He illuminates its full diversity, showing how it extends far beyond the confines of public police working in uniform and visible to all. Brodeur considers military policing, both when it complements the values of democracy and when it does not. He also discusses criminal individuals acting as police informants, and criminal organizations enforcing their own rules in urban zones deserted by the police. Brodeur argues that the diverse strands of the policing web are united by a common definition that emphasizes the license granted to policing agencies-legally or with impunity- to use means otherwise forbidden to the rest of the population. Employing an international and comparative approach, Brodeur establishes a comprehensive model that links all the components of policing. The policing web, however, is not a neat and well-integrated structure. There is not just one policing web. There are several, depending on the country, police history and culture, and the various public images of policing. These often overlooked factors are essential components of the context of policing. "Twenty years ago, when The Politics of Force was first published, the issue of police brutality was rarely covered in the news. This book was inspired by events following the Los Angeles Police Department's brutal treatment of Rodney King, a Black motorist whose beating by LAPD officers was captured from the balcony of a nearby resident, George Holliday, who happened to have a video camera (this, of course, was in the era before digital phones). First aired by a local television station, scenes from that videotape were shown repeatedly on national news outlets for weeks, giving rise to an unprecedented public reaction. "When George Holliday's video surfaced," one Black journalist observed, "it signaled to a lot of citizens just how bad police violence visited upon marginalized communities actually was" (Smith 2015). The officers' subsequent trial and acquittal, and the uprising in Los Angeles that followed, kept the issues of race and policing in the news for many weeks. That tumult was eventually replaced by relative silence on the issue, occasionally punctuated by news coverage of other violent police-citizen encounters, such as the brutal NYPD assault on Haitian immigrant Abner Louima in 1997 and the death of Guinean immigrant Amadou Diallo in 1999, hit with 19 bullets fired by NYPD officers. But as is the case with other policy problems not championed by elites, coverage of police brutality was limited, sporadic, and largely tied to the occasional incident that became a major news story. Then, in the summer of 2014, 18-year-old Michael Brown was shot by a white police officer in Ferguson, Missouri. Though what exactly lead up to Brown's death may have been unclear, the aftermath was captured on a bystander' cell phone video. It showed Brown's body left uncovered and unattended, face-down in the street, while neighbors grew agitated and police seemed to mill casually about. Suddenly, the issue again became national news. Brown's death and the intense social media activity and protest it evoked within and beyond Ferguson prompted another, more prolonged and more searing national argument about police brutality"--

Articles in this volume discuss efforts by the police to reduce violence in society and the problem of the use of violence by and against the police. The introductory article notes that when police attempt to stop violence, they must often be violent themselves. One paper demonstrates the personal and institutional consequences of the moral dilemmas involved in police work; when police use 'dirty' means to achieve good ends they may lose their sense of moral proportion. Empirical evidence of violence against police is presented. For example, the first systematic analysis of the circumstances surrounding police killings is discussed, and the myth that many officers are killed in family fights is deflated. The practice of arming off-duty police officers is criticized by another contributor as harmful to both police officers and citizens. Ways in which police behavior might be changed to reduce injuries to citizens are suggested in two papers which show how prior decisions can constrain the options an officer has by the time a confrontation develops. Also discussed are police shootings at minorities in Los Angeles. Many contributors point to the need for more research, especially concerning violence against the police. Scarcity of basic data accounts for lack of practical solutions to the problems of violence and police. Footnotes, case studies, and statistical data are included.
