November 1989 nur noch ein Symbol war und seine Funktion als Grenze verloren hatte, als sich Ost- und Westbürger in den Armen lagen und die neue Freiheit lebten, war kein Platz für die Realität. Die Zukunft hatte auszuharren, bis andere sie ausgruben und das Beste aus ihr machen würden. Doch auch „die Anderen“, Politiker beider deutscher Staaten, Europas und Amerikas, hatten keinen Masterplan für diesen Umbruch in der Hand. Dem Tempo, mit dem der Lauf der Geschichte fortschritt, konnte keine lang durchdachte Alternative Schritt halten. Schon bald mussten Wege in die Einheit gesucht werden, die keinem der Beteiligten Nachteile verschaffen sollten. Als der Fall der Mauer im Jahr 2009 sein 20-jähriges Jubiläum feierte, schien die Freude über dieses Ereignis zwar groß, allerdings wurde auch deutlich, in welchen Kinderschuhen die jugendliche Republik noch steckte. Auch wenn eine geografische Trennung der Deutschen Bevölkerung aufgehoben worden war, konnte die „Mauer in den Köpfen“ noch nicht vollständig beseitigt werden und Klischees vom „Jammerossi“ und „Besserwessi“ prägen immer noch das gegenseitige Verständnis. Die vorliegende Arbeit geht der Frage nach, ob in den Jahren nach den Ereignissen um den 9. November und den Monaten die danach folgten, eine Annährung von Ost- und Westdeutschland erreicht werden konnte. Dafür sollen zunächst die politischen, wirtschaftlichen und rechtlichen Maßnahmen beleuchtet werden, die zu einer Annäherung führen sollten. In einem zweiten Schritt soll, auf Grund der Erkenntnisse über die Maßnahmen zur Vereinigung, soll untersucht werden, warum „die Mauer in den Köpfen“ bis heute nicht beseitigt werden konnte. Dafür wird die Umsetzung der Ergebnisse aus dem ersten Schritt in der Realität geprüft um anschließend erkennen zu können, ob diese mentale Trennung tatsächlich besteht und wenn ja, welche Probleme beim Prozess der Wiedervereinigung aufgetreten sind.

Citizenship was the most important mark of political belonging in Europe in the twentieth century, while estate, religion, party, class, and nation lost political significance in the century of extremes. This is shown by examining the legal institution of citizenship, with its deciding influence on the limits of a political community, on inclusion and exclusion. Citizenship determined a person's protection, equality, and freedom and thus his or her chances in life and very survival. This book recounts the history of citizenship in Europe as the history of European statehood in the twentieth and early twenty-first centuries. It does so from three vantage points: as the development of a legal institution crucial to European constitutionalism; as a measure of an individual's opportunities for self-fulfilment ranging from freedom to totalitarian subjugation; and as a succession of alternating, often sharply divergent political regimes, considered from the perspective of their inclusivity and exclusivity, and its justification. The European history of citizenship is discussed in this book on the basis of six selected countries: Great Britain, France, Germany, Czechoslovakia, Poland, and Russia. For the first time, a joint history of citizenship in Western and Eastern Europe is told here, from the heyday of the nation state to our present day, which is marked by the crises of the European Union. It is the history of a central legal institution that significantly represents and at the same time determines struggles over migration, integration, and belonging. One of the central concerns of this book is what lessons can be learned when it comes to the future chances of European citizenship.
