De la recomendación a la acción: ¿Cómo poner en marcha un modelo de gestión estratégica del talento humano para el sector público colombiano? es el resultado de la nvestigación desarrollada por la Escuela de Gobierno Alberto Lleras Camargo de la Universidad de los Andes y que contó con la financiación de la Escuela Superior de Administración Pública (ESAP), el apoyo del Departamento Administrativo de la Función Pública (DAFP) y el acompañamiento del Departamento Administrativo de Ciencia, Tecnología e Innovación, Colciencias. Esta investigación tuvo como objetivo brindar un diagnóstico y lineamientos generales para que la gestión del talento humano se convierta en un proceso estratégico de las organizaciones públicas colombianas. El libro presenta los resultados de la última fase del proyecto de investigación, centrada en el análisis y la aplicación de modelos y conceptos de implementación y evaluación de políticas públicas. Contiene importantes aportes de expertos internacionales, así como las principales lecciones que recopiló el equipo investigador. Aborda lineamientos propuestos previamente, recomendaciones para la implementación del modelo, análisis sobre la viabilidad constitucional, legal y reglamentaria, además de una metodología para su seguimiento, monitoreo y evaluación. Finalmente, presenta algunas líneas generales de política de empleo público y de gestión de recursos humanos, para el período 2015-2025, y cierra con reflexiones sobre el trabajo mancomunado de cocreación Academia-Estado que caracterizó a la investigación.

Spanish Abstract: Este documento presenta recomendaciones al gobierno de Colombia para la construcción colectiva de bases de política pública que permita hacer estratégica la gestión del talento humano y promueva la innovación y efectividad en la administración del talento humano en el sector público. El documento es producto de las actividades desarrolladas como parte del proyecto de investigación titulado "Proyecto de Investigación para Formular las Bases del Diseño, Implementación y Evaluación de una Política Integral, que Promueva la Innovación y la Efectividad en la Administración y Gestión del Talento Humano en el Sector Público" financiado por la Escuela Superior de Administración Pública ESAP, con el apoyo del Departamento Administrativo de la Función Pública DAFP y Colciencias. En el documento se presenta un modelo orientado a facilitar la integración de las acciones de la gestión del talento humano en cinco áreas clave: 1) Planeación del Empleo, 2) Gestión del Empleo, 3) Gestión del Clima Organizacional, 4) Gestión del Desempeño y 5) Gestión del Desarrollo. Adicionalmente, para cada una de esas categorías son presentadas recomendaciones de corto, mediano y largo plazo, los actores involucrados y las implicaciones en términos de implementación para el gobierno. Estas propuestas, como parte de un ejercicio de investigación participativa, fueron puestas a consideración de entidades en diferentes sectores y regiones para recoger retroalimentación y construir una propuesta socializada a lo largo y ancho del país con implementadores y actores clave de la gestión del talento humano. Esta segunda versión del documento recoge la retroalimentación y recomendaciones de esos actores claves a nivel nacional y regional.
