In line with its Science and Innovation Strategy, FAO has developed this guidance on strengthening science–policy interfaces (SPIs) for agrifood systems at the national level, helping to ensure that effective policy decisions are made based upon sufficient, relevant, and credible science and evidence. It is targeted to SPIs that are focused on the transformation of agrifood systems to contribute to the achievement of the SDGs, with a focus on the needs of low- and middle-income countries. The guidance first reflects on the “why”, i.e. the need for a national SPI, analysing the potential benefits of an SPI in addressing country-specific agrifood system challenges, and mapping and assessing the science–policy advisory ecosystem. Second, it outlines the core aspirational elements of a functional SPI, including its aims and roles, guiding principles, and three broad SPI models (the “what”). The final two sections focus on the “how”, detailing the core structural elements of an effective, just, and equitable SPI, focusing on the convenor and stakeholders, scale and scope, and governance; and, covering the procedural elements of an SPI, discussing the operationalization of an SPI, capacity development activities, and the importance of learning and reflexivity for achieving the desired impact. The publication is structured to allow readers to explore the document in a modular way, particularly if they have a specific concern in mind.

This background paper to the guidance that FAO is developing on strengthening science–policy interfaces (SPIs) for agrifood systems at the national level sets provides information about the structures and patterns common to global SPIs. It aims to: 1) provide a broad overview and comparison of how international SPIs work, 2) identify a set of categories that are relevant to the work of SPIs, 3) present a systematic, comparative analysis based on publicly available data, 4) draw preliminary conclusions based on findings, and 5) suggest further avenues for study. The conceptual framework identifies three key components of SPIs that, operating together, have the potential to anticipate and respond to needs and demands for both policy and science. Governance comprises the formal and informal rules and procedures for operation and integration among the numerous actors at the interface of science and policy. Co-production specifies the mechanisms by which diverse stakeholders and knowledge types are integrated and recognized in SPI activities. Learning represents the intention and capacity of the SPI to gain insights from what works and what does not work as it carries out its tasks. The findings show that across SPIs, patterning of the three components varies.

In the context of global challenges such as climate change, conflict and environmental crises, all of which are exacerbating poverty and hunger around the world, there is a need for urgent action informed by the best available science and evidence. This background paper to the guidance that FAO is developing on strengthening science–policy interfaces at the national level sets out to provide an overview of existing models and activities used for developing and operating science–policy systems and supporting the use of evidence, to transform global agrifood systems. Emphasis is placed on low- and middle-income countries, but examples from high-income countries are also included. Three high-level models are presented: the production-focused model, the policy-oriented model and the integrated model. Findings from the empirical cases and the evaluation data are distilled into lessons for strengthening each model, as well as suggesting ten priority recommendations for national science–policy engagement for agrifood systems.

This comprehensive report provides an overview of the objectives, speakers, and outcomes of each session of the second edition of the FAO Science and Innovation Forum (SIF) 2023. The SIF, a pivotal component of the annual flagship World Food Forum, unfolded from 18 to 20 October 2023 at FAO headquarters. The Forum featured the insights and perspectives of nearly 150 speakers drawn from academia, research, business, government, non-governmental organizations, farmers' organizations, young entrepreneurs, and Indigenous Peoples. These experts actively contributed to the discourse through engaging roundtables and panel discussions.

PIM had a productive final year centered on synthesizing findings while continuing to respond to demand on the impacts of COVID-19 and preparing the transition to the new CGIAR portfolio. PIM findings and engagement contributed to Myanmar’s response to COVID-19, South Africa’s policies on resilience to climate change, Tunisia's policies for pastoral development, a reform of Nigeria’s national agricultural research system, Ghana’s fish seed and farm certification system, gender strategies for three agricultural value chains in Honduras, and genome editing guidelines for the agricultural sector in four African countries. PIM research informed policy documents of FAO, IFAD, One CGIAR, the UK Government, the World Bank and the World Food Programme. PIM tools enabled more equitable co-management of 76 protected areas in Peru and informed World Bank social protection projects. Books on food security in Bangladesh and Malawi, trade in Latin America, African agricultural value chains and gender were published. 42 PIM synthesis briefs and notes were issued, summarizing research results in key thematic areas. PIM contributed 181 journal articles, 8 journal issues (on demand driven seed systems, China’s response to COVID-19, agriculture and food security in China under COVID-19, food loss and waste, landscape restoration, multistakeholder fora in forestry and two issues on gender), 15 book chapters and about 500 non-peer-reviewed outputs. 16 PIM webinars were organized. PIM’s contributions to the United Nations Food Systems Summit covered agricultural extension, food system innovations and digital technologies, the future of small farms, the science-policy interface, the cost of ending hunger by 2030, food waste and loss, management of the commons and gender. Building on past PIM investments in economywide modeling tools and social accounting matrices, PIM teams continued to assess the impacts of COVID-19 and policy responses at country level. Lessons learned from PIM country-level analyses on COVID-19’s impacts on food systems, poverty and diets are summarized in a chapter of the IFPRI 2022 book “COVID19 and global food security: Two years later”. A paper in partnership with the CGIAR COVID19 Hub reviewed the literature on agri-food value chains for evidence of fractures and resilience in response to the pandemic. The results of coordinated studies on the impacts of COVID-19 on value chains in different countries were published. Several cross-CGIAR outputs initiated by PIM speak to the fulfillment of PIM’s convening role as an integrating program: the CGIAR Foresight Report and CGIAR foresight website; several outputs produced through the CGIAR Community of Excellence on Seed Systems Development, and the CGIAR book “Advancing gender equality through agricultural and environmental research: Past, present, and future” are examples. Other examples of PIM global public goods produced in 2021 are 27 innovations at various stages of uptake, a cross-cutting effort to distill PIM lessons on migration; new or updated social accounting matrices for 25 countries; and lessons and tools on stakeholder platforms for natural resource governance. Independent reviews assessed the effectiveness of PIM’s partnerships and the use by partners of PIM’s work on economywide modelling, agricultural insurance, tenure and governance, and the Ag-Incentives database.
