In the context of global challenges such as climate change, conflict and environmental crises, all of which are exacerbating poverty and hunger around the world, there is a need for urgent action informed by the best available science and evidence. This background paper to the guidance that FAO is developing on strengthening science–policy interfaces at the national level sets out to provide an overview of existing models and activities used for developing and operating science–policy systems and supporting the use of evidence, to transform global agrifood systems. Emphasis is placed on low- and middle-income countries, but examples from high-income countries are also included. Three high-level models are presented: the production-focused model, the policy-oriented model and the integrated model. Findings from the empirical cases and the evaluation data are distilled into lessons for strengthening each model, as well as suggesting ten priority recommendations for national science–policy engagement for agrifood systems.

In line with its Science and Innovation Strategy, FAO has developed this guidance on strengthening science–policy interfaces (SPIs) for agrifood systems at the national level, helping to ensure that effective policy decisions are made based upon sufficient, relevant, and credible science and evidence. It is targeted to SPIs that are focused on the transformation of agrifood systems to contribute to the achievement of the SDGs, with a focus on the needs of low- and middle-income countries. The guidance first reflects on the “why”, i.e. the need for a national SPI, analysing the potential benefits of an SPI in addressing country-specific agrifood system challenges, and mapping and assessing the science–policy advisory ecosystem. Second, it outlines the core aspirational elements of a functional SPI, including its aims and roles, guiding principles, and three broad SPI models (the “what”). The final two sections focus on the “how”, detailing the core structural elements of an effective, just, and equitable SPI, focusing on the convenor and stakeholders, scale and scope, and governance; and, covering the procedural elements of an SPI, discussing the operationalization of an SPI, capacity development activities, and the importance of learning and reflexivity for achieving the desired impact. The publication is structured to allow readers to explore the document in a modular way, particularly if they have a specific concern in mind.

This background paper to the guidance that FAO is developing on strengthening science–policy interfaces (SPIs) for agrifood systems at the national level sets provides information about the structures and patterns common to global SPIs. It aims to: 1) provide a broad overview and comparison of how international SPIs work, 2) identify a set of categories that are relevant to the work of SPIs, 3) present a systematic, comparative analysis based on publicly available data, 4) draw preliminary conclusions based on findings, and 5) suggest further avenues for study. The conceptual framework identifies three key components of SPIs that, operating together, have the potential to anticipate and respond to needs and demands for both policy and science. Governance comprises the formal and informal rules and procedures for operation and integration among the numerous actors at the interface of science and policy. Co-production specifies the mechanisms by which diverse stakeholders and knowledge types are integrated and recognized in SPI activities. Learning represents the intention and capacity of the SPI to gain insights from what works and what does not work as it carries out its tasks. The findings show that across SPIs, patterning of the three components varies.

Climate change poses unprecedented challenges to the world’s food systems. Rising temperatures, changing rainfall patterns, and more frequent extreme weather events threaten agricultural production and the biodiversity and ecosystem services that underpin agriculture. Within food systems, climate change affects processing, storage, transport, and retailing of food and affects our food environments. These growing climate risks impact food security, nutrition, and human health, as well as equity and livelihoods, with poor food producers and consumers hit hardest. They make food systems a riskier source of income and reduce the availability of food — worsening poverty and inequity, disrupting livelihoods, and contributing to hunger and malnutrition. At the same time, food systems are failing to provide healthy diets for all, and are generating one-third of human-caused greenhouse gases. Solutions must address this complex nexus of problems. Climate change adaptation and resilience-building efforts for food systems must be accelerated to reverse growing malnutrition, ensure that all people can access healthy diets, and provide sustainable livelihoods. At the same time, efforts to transform food systems work to reduce their environmental footprint. Farmers and small businesses along food value chains in low- and middle-income countries will have to adapt their practices to a climate marked by extreme weather events and changing seasonal patterns in order to meet growing and changing food demand, while also contributing to mitigation. Support for this critical transformation requires not only the development, dissemination, and adoption of appropriate low-emissions, climate-smart technologies and practices, but also a focus on the policies, institutions, governance, and behavior change that can promote sustainable, inclusive food systems.

The Women’s Empowerment in Agrifood Governance (WEAGov) is an assessment tool developed by the International Food Policy Research Institute (IFPRI) and partners to evaluate women’s empowerment across the national policy cycle related to agrifood systems. WEAGov helps national policymakers, civil society actors, and researchers identify specific gaps and opportunities for enhancing women’s voice and agency in the agrifood policy process. It also aids in monitoring progress towards women’s empowerment in agrifood systems governance and related Sustainable Development Goals (SDGs). This implementation manual describes WEAGov’s approach and methodology and provides guidance for its use. Since 2004, the Food and Agriculture Organization of the United Nations (FAO) and the World Organisation for Animal Health (OIE) have cooperated in the Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs) to reduce the threat from transboundary animal diseases (TADs) to food security, livelihoods and safe trade. The GF-TADs is a coordination mechanism established to safeguard its Members from repeated incursions of infectious animal disease epidemics, to enhance safe trade in animals and animal products, and to improve food and nutrition security by reducing the damaging effects of TADs. To reach these long-term goals, the GF-TADs Strategy for 2021?2025 aims to enhance the control of TADs through the establishment of priority TADs strategies at the regional and sub-regional level, by developing the capacity to prevent and control TADs, and by improving the sustainability of priority TADs strategies through multi-disciplinary partnerships. The ultimate goals of the global strategy are to improve food security and nutrition, to reduce poverty and to enhance safe trade in livestock and animal products by reducing repeated incursions and the further spread of infectious disease epidemics. The GF-TADs Strategy was developed through a ‘Theory of Change’ model and is described as a series of objectives. Chapters describe the management of the GF-TADs Strategy, resource mobilization and a framework for monitoring and evaluation, with clear indicators. In addition, the strategy provides an overview of the GF-TADs governance model and its global priority diseases.

This paper presents an Excel-based interactive decision-support tool that policymakers and development practitioners can use to evaluate policy options to achieve targeted outcomes of the Malabo Declaration at the country level. The tool is based on a partial equilibrium simulation model that allows the user to simulate different scenarios based on the desired level of change in one outcome or more. For each scenario that is created, the simulated results provide information on the level of change required in each of the policies included in the model, the level of change in the other outcomes included in the model, and the allocation of the resources provided, including reallocation of some of the existing resources. A prototype of the tool that is developed using the fourth biennial review (BR) data on Ghana, which has some quality issues, is presented to demonstrate the potential features and utility of the tool. Limitations of the model and further work that is required to develop the actual tool for reliable policy evaluation are discussed. The latter includes using accurate data on the various indicators and expanding it to cover more years, in addition to developing a web-based interactive version of the tool.

This document outlines a comprehensive strategy for the International Food Policy Research Institute (IFPRI) to support implementation of the Comprehensive Africa Agriculture Development Programme (CAADP) 2026–2035. With its renewed focus on transforming Africa’s agrifood systems, CAADP provides a framework to address criti cal challenges captured in six strategic objectives that cover sustainable food production, agro-industrialization, investment mobilization, food and nutrition security, inclusivity, resilience, and governance. Building on its long history of support to the CAADP process, IFPRI’s engagement with CAADP 2026–2035 will focus on providing evi dence, strengthening policy processes, building capacity, and supporting investment mobilization to accelerate Africa’s agrifood system transformation. This strategy identifies specific entry points and pathways through which IFPRI can contribute to achieving CAADP’s six strategic objectives including: (1) research and knowledge genera tion; (2) technical assistance and policy support; (3) capacity development; (4) investment and financing support; (5) monitoring, evaluation, and learning; and (6) stakeholder engagement and convening. Working closely with other CGIAR centers and leveraging its country and regional offices, expertise, partnerships, and extensive expe rience in Africa, IFPRI aims to play a pivotal key role in enabling CAADP’s vision of agricultural transformation and inclusive growth, contributing to food security, economic development, and resilience across the continent.
