Purpose: Information and communication technologies (ICT) are increasingly becoming an important component of economic development. 'Ecosystems' are one way of understanding complex interactions and relationships. Luxembourg's ICT sector is usually characterised as performing admirably - it is often at the top-end of different indices and international league tables. Nevertheless, headline statistics and high-level assessments often disguise the complexities of dynamic relations. It is in this respect that this paper deploys the concept of ecosystems to investigate Luxembourg's ICT sector. Design/methodology/approach: The layered ecosystem model, devised by Martin Fransman, is utilised to map key actors that comprise Luxembourg's ICT ecosystem, following which a programme of semi-structured interviews were conducted. This empirically produced material, combined with documentary analysis, provides the basis for an analysis of the interrelated elements that are shaping the development of Luxembourg's ICT ecosystem. Findings: The study has identified the main forces that affect the ICT ecosystem and concluded that Luxembourg's strengths are related to its well-developed ICT infrastructures such as international fibre and national ultra-high broadband connectivity and high quality datacentres and its political vision for ICT that has led to a supportive policy environment. Its main weaknesses are related to an inappropriate educational system in which technical and scientific training is less developed, missing e-skills such as coding, application development, technical IT know-how as well a nonentrepreneurial mind-set and a risk averse culture. Social implications: The paper highlights the importance of the different socioeconomic, political, strategic and technological forces that shape the ICT ecosystem of a small country in order to provide a comprehensive basis for its policy makers. Originality/value: An empirical focus on a small country helps to redress the research imbalance, whereby small countries are often overlooked by scholars. Nevertheless, we contend that such "smallness" engenders a unique opportunity for research engagement with a majority of primary actors in ecosystems, which might be unfeasible in larger countries.

Since it emerged at the start of the decade, the ecosystem model of Martin Fransman (Fransman, 2010) has been widely applied to understand innovative processes within the information and communication technology (ICT) sector - see, for example, Binsfeld, Whalley, & Pugalis (2017b). The framework has recently been updated (Fransman, 2018) so that an innovation ecosystem is defined as "of a group of interdependent players and processes who together through their interactions, make innovation happen". He has also proposed a deeper examination of the dynamics of how innovation happens within innovation systems, and who is in charge of making innovation happen. This paper seeks to apply this evolved understanding of innovative processes to Luxembourg. More specifically, the paper will describe and comment about the evolution of the ICT ecosystem in recent years. The paper will also present and reflect on a series of recent government initiatives that have been launched with the intention of stimulating the development of the ecosystem. Through such an approach, we will demonstrate the pivotal role played by the government as the main driver behind innovation in the ecosystem. The paper also outlines Luxembourg's national skills strategy and explores the degree to which these various initiatives may be integrated together.

"Developing countries have often focused on venture capital to boost investment. Some Arab countries are proponents of that approach, launching many funds geared towards the promotion of investment in the ICT sector. While those initiatives are a step in the right direction, they cannot succeed without complementary measures. There are five major determinants for the establishment of a competitive ICT sector at the national level, namely infrastructure, education, institutional quality, innovation and investment. Infrastructure must be solid, resilient and affordable. A high-quality secondary and tertiary education system, widespread e-skills and digital literacy are also needed. Furthermore, a competitive ICT sector requires a clear political vision, readiness to carry out regulatory reform and the rule of law. After exploring the limitations of the ICT sector in the Arab region, this study focuses on the role of innovation and investment in the establishment of a competitive ICT sector. Innovation is conceptualized as an ecosystem that includes entrepreneurs, large and small companies, accelerators, venture capitalists, business angels and government intermediaries. Promoting investment requires an enabling business environment and a solid knowledge of the ICT sector. Arab Governments must promote the development of various financing modes and mechanisms which include debt financing, the establishment of primary and secondary capital markets. There is growing awareness amongst policy makers, scholars and practitioners that the Information and Communication Technology (ICT) sector plays an important role in a country's economy and welfare. The ICT sector relies on highly performing technical infrastructures but also needs skilled people who are able to understand its complexities and are fully capable of making the best use of its potential. In this article we present and discuss this tension for the case of Luxembourg, one of the smallest countries in the world whose economy is open and largely service driven. Although a lot of improvements have been made in recent years regarding its ICT infrastructure, Luxembourg performs poorly in international league tables with regards to e-skills or digital competences showing a tendency to a "second level digital divide" in terms of its ICT professionals. Drawing on a prior study which mapped Luxembourg's ICT ecosystem, we conducted qualitative interviews with human resources managers that allowed us to identify the need for relevant ICT professional skills. By applying an e-competences framework, we have identified six different families of ICT jobs that are most demanded in Luxembourg as well as their underlying competences. We then present several policy initiatives that could address the challenges faced by Luxembourg. By doing so we provide a contribution in order to better understand the issues related to e-skills and digital competences in a small country. To the best of our knowledge this is the first study of this kind looking specifically into the e-skills situation in Luxembourg

Private enterprises in advanced economies have been learning to use information and communication technology (ICT) to innovate and transform their processes, products, services and business models, significantly improving productivity and competitiveness. Moreover, the ICT industry itself has become a major source of job creation and a contributor to economic growth and business transformation. A key question today is whether and how developing countries can learn to benefit from the ICT revolution, and what roles the government and private sector can play. Already, a number of developing countries have been inspired by the example of India and China, and are now seeking to jump on the outsourcing bandwagon. Nevertheless, with few exceptions in the developing world, little attention has been paid by policymakers and practitioners to invest systematically and proactively in ICT-enabled growth, poverty reduction and grassroots innovation. Most communities and small and medium-sized enterprises in developing countries, for example, face multiple constraints to adopting and leveraging this general purpose technology, and lack the capabilities for maximizing its potential. In "Enabling Enterprise Transformation", Nagy Hanna draws on his rich experience of over 35 years at the World Bank and other aid agencies as a development strategist and ICT policy expert, the most current research, and best practices from around the world to provide practical tools for promoting economic and social transformation through ICT. He assesses various initiatives to develop and diffuse ICT, such as innovation funds, incubators, parks, public-private partnerships, and comprehensive promotion programs. He argues for the strategic options now open for developing countries to participate in ICT production, to deploy ICT to transform industries and services, and to leverage ICT as a new national infrastructure for improving the business environment and enhancing the competitiveness of the whole economy. The challenge for leaders in developing countries is to create such social and institutional dynamics for learning about ICT use and adaptation at many levels. Lessons gained so far from programs to build these social learning and innovation capabilities at the institutional and grassroots levels should be shared among developing countries, and a dialogue among business leaders, policymakers, development agencies, educational institutions, and the general citizenry must be advanced.
