Policymakers concerned with the amelioration of poverty have singled out female-headed households as one of the key target groups deserving intensified attention. Studies have found that households headed by women are more common among the poor. This paper examines the characteristics of households reported to be headed by women to show the limited value of reported headship in reliably identifying the economic support base of the household. To be relevant for policymaking, the concept of headship should be defined on the basis of economic support. This paper presents one example of an indicator of headship which reflects work that is done to support the household. The concept of the working head helps investigators identify more clearly women supporting households in extreme circumstances than does the idea of the reported head, because it draws attention to the overall disadvantage of female heads: the lower return on their market hours of work and the overall work burden they carry to attain a given level of consumption for their household.

Multidimensional poverty measurement and analysis is evolving rapidly. Notably, it has informed the publication of the Multidimensional Poverty Index (MPI) estimates in the Human Development Reports of the United Nations Development Programme since 2010, and the release of national poverty measures in Mexico, Colombia, Bhutan, the Philippines and Chile. The academic response has been similarly swift, with related articles published in both theoretical and applied journals. The high and insistent demand for in-depth and precise accounts of multidimensional poverty measurement motivates this book, which is aimed at graduate students in quantitative social sciences, researchers of poverty measurement, and technical staff in governments and international agencies who create multidimensional poverty measures. The book is organized into four elements. The first introduces the framework for multidimensional measurement and provides a lucid overview of a range of multidimensional techniques and the problems each can address. The second part gives a synthetic introduction of 'counting' approaches to multidimensional poverty measurement and provides an in-depth account of the counting multidimensional poverty measurement methodology developed by Alkire and Foster, which is a straightforward extension of the well-known Foster-Greer-Thorbecke poverty measures that had a significant and lasting impact on income poverty measurement. The final two parts deal with the pre-estimation issues such as normative choices and distinctive empirical techniques used in measure design, and the post-estimation issues such as robustness tests, statistical inferences, comparisons over time, and assessments of inequality among the poor.

The identification of the poor and the definition of poverty is rather complex since poverty dimensions are multifaceted. Poverty is not just an inadequacy of income to meet basic needs or the inability to spend. It is largely associated with numerous demographic, socio-economic, cultural, environmental, health and psychological factors. The aim of this study is therefore to compute a composite indicator of multidimensional poverty and regional poverty lines to identify the severity of poverty and regional disparities of poverty. This paper investigates the degree to which the use of a single urban poverty threshold in Brazil leads to biased project identification, design, and evaluation. Analysis of the causes of proverty is beyond its scope. Absolute poverty lines are defined through the use of estimates of expenditures for mimimum cost, nutritionally adequate diets and food shares of total expenditures by families with incomes roughly equivalent to the Bank's relative poverty standard of three minimum salaries. The main findings are: (i) interpretation of data expressed in minimum salary units presents several difficulties; (ii) relative prices of each element of the food basket were not stable, but of a staple portion of five items were stable; (iii) the average per capita cost of the food basket was highest in the poorer regions; (iv) converting the national poverty line expressed in cruzeiros to minimum salaries expressed in regional values would decrease the risks of bias in urban project design and appraisal; and (v) the methodology presented could be reproduced in other middle-income countries.

"Using recently completed "poverty maps" for Cambodia, Ecuador, and Madagascar, the authors simulate the impact on poverty of transferring an exogenously given budget to geographically defined subgroups of the population according to their relative poverty status. They find large gains from targeting smaller administrative units, such as districts or villages. But these gains are still far from the poverty reduction that would be possible had the planners had access to information on household level income or consumption. The results suggest that a useful way forward might be to combine fine geographic targeting using a poverty map with within-community targeting mechanisms.
