This research concentrated on a national perspective, studying many aspects of income inequality and poverty in West Germany between 1969 and 1998 and extending the analyses to inequality in East Germany after the German reunification. Now at the end point of our empiri cal analyses, we want to expand the perspective to other research in this field, to challenges for future research, and to the European dimension, rather than to summarise all our results, which is done in another bookl. In 2001, the German goverrunent published its first Poverty and Wealth Re 2 port , which also draws on results from our research project. Thus, the intention of this volume is threefold: presenting and advancing Gernlan reporting on poverty in other coun and wealth, examining experience with advanced reporting schemes tries, and discussing comparative concepts for social monitoring in the European Union.

Emerging Europe has undergone a major economic transformation over the past 25 years. Most countries experienced initial drops in output during transition, followed by recovery in the second half of the 1990s. The path of transition in the Western Balkans has however been particularly uneven. The effects of transition also seem to have been more traumatic and persistent in the Western Balkans, and nostalgia for the past appears to be more prevalent here than in other former communist regions. Such dissatisfaction has important implications for the political economy of further reforms. This paper aims to inform policy by complementing the analysis of standard macro-level measures of inequality and poverty with a household-level analysis of subjective perceptions of poverty. We find that many more people appear to feel poor than are classified as such using purely income-based measures. Uncertainty, in particular related to expectations of future income and vulnerability to shocks, appears to be a key driver behind this discrepancy.

The aim of this book is to provide the reader with the broad spectrum of poverty and social policy issues in Central and Eastern Europe, and address the most urgent topics of welfare state research, namely poverty, children and social policy; gender, social policy and poverty; urban policy, renewal and poverty, and overall challenges to social policy reform. The book demonstrates that despite an increase in poverty and inequalities in many Central and Eastern European countries during the last 18 years, the social policy systems have not experienced a radical dismantlement throughout the entire region. The post-Communist welfare state still shows more comprehensive solutions to social problems than residual ones. Nevertheless, the deteriorated fiscal capacities of the state in some cases hinder the successful poverty solutions as well as the expansion of the welfare programmes. Yet, the Central and Eastern European region is very diverse regarding the scope and depth of social problems encountered and some countries have implemented more successful policy solutions than other ones. Furthermore, the findings of this volume demonstrate that Central and Eastern European countries are not so dramatically distinct from Western Europe, neither in their social problems encountered, nor in their solutions. Nevertheless, the experience of the socialist regime, the relatively lower wages and lower social benefits as well as the higher share of GDP produced in a shadow economy allow the CEE countries to group into the distinct post-Communist regime.

In their recommendations, the report's authors urge countries to continue with enterprise sector reforms, boost rural growth, promote opportunities in lagging regions, increase access to good quality basic services, and produce better social safety nets especially for the working poor and children.
