The Republic of Armenia is facing a number of emerging challenges in the water sector. Though overall water resource availability in the country is good, the country's ability to monitor groundwater and surface water is deteriorating, enforcement under the existing water permit system is weak, conflicts loom over water use in the agriculturally important Ararat valley, and climate change continues to exert pressure. The performance of the irrigation, hydropower, municipal, industrial, and environment sectors depends on the judicious and coordinated wise use of the country's water resources. Recognizing the importance of integrated water resources management (IWRM), the government of Armenia has introduced over the last decade major institutional and policy reforms. These reforms provide a strong legislative foundation and framework for ensuring good management and development of water resources in the country. Despite this, further institutional strengthening is needed to fulfill the vision of this legislative framework. Toward Integrated Water Resources Management in Armenia identifies the challenges in the different water subsectors, reviews the current institutional framework and implementation of relevant water-sector policies, and makes recommendations for the next steps to strengthen water resources management in the country. The book's overall goal is to provide guidance to the government and to donors to help enhance Armenia's future water security.

The strategy and methodology for improved IWRM project, (STRIVER) has developed interdisciplinary methods to assess and implement IWRM. Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal). The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes. Integrated Water Resources Management (IWRM) has become a global paradigm for the governance of surface, coastal and groundwaters. This Special Issue contains twelve articles related to the transfer of IWRM policy principles. The articles explore three dimensions of transfer—causes, processes, outcomes—and offer a theoretically inspiring, methodologically rich and geographically diverse engagement with IWRM policy transfer around the globe. As such, they can also productively inform a future research agenda on the ‘dimensional’ aspects of IWRM governance. Regarding the causes, the contributions apply, criticise, extend or revise existing approaches to policy transfer in a water governance context, asking why countries adopt IWRM principles and what mechanisms are in place to understand the adoption of these principles in regional or national contexts. When it comes to processes, articles in this Special Issue unpack the process of policy transfer and implementation and explore how IWRM principles travel across borders, levels and scales. Finally, this set of papers looks into the outcomes of IWRM policy transfer and asks what impact IWRM principles, once implemented, gave on domestic water governance, water quality and water supply, and how effective IWRM is at addressing critical water issues in specific countries.
