This report presents the results of a comparative study of language training for adult immigrants in the Nordic countries. The purpose of the study has been to compare and analyse similarities and differences across Nordic countries and immigrant sub-groups concerning eligibility to participate in language training services, motivation and goals, barriers, and the perceived benefits of language training. The study covers the perceptions of providers of language training, participating immigrants and employers in Denmark, Finland, Norway, and Sweden. The study shows that while there are differences in how the Nordic countries organise and deliver both formal and non-formal language training services, the systems are largely similar. The main difference found between the countries concerns eligibility to participate. For participants, goals, barriers, and motivations are largely similar.

The sheer ambition makes it important to monitor progress closely. To this end, the Nordic Council of Ministers commissioned Rambøll Management Consulting to conduct baseline measurements back in 2021. The idea was to map out the starting point for work on the vision. This status report follows up on the baseline measurements and assesses progress towards realising the vision. It is based on the 45 indicators adopted by the Nordic Council of Ministers in 2021 and the methodology used for the baseline report. Overall, the 2023 status report shows that the Nordic Region remains on track to become the most sustainable and integrated region in the world. This is particularly true for the visions of a competitive Nordic Region and a socially sustainable Nordic Region. However, there is room for improvement with regard to the visions for a green Nordic Region.

Yet, integrating migrants into the labour market remains a challenge, especially for non-EU-born citizens and refugee women. Employers play a central role in supporting integration. This report explores Nordic employers' perceptions of hiring low-skilled migrants. It highlights motivations, benefits, and challenges based on literature and interviews.The employers in this study believe long-term advantages outweigh initial challenges. Benefits include access to a larger labour pool, and improved public image. Common challenges are legal hurdles, communication challenges and limited language skills.The study finds that reducing language requirements and collaborating with the public sector, NGOs and staffing agencies are effective strategies. And while wage subsidies positively impact employment, the awareness among employers is limited.
