The science and engineering enterprise has continued to evolve, responding over the last decade to increased economic globalization, a post-cold war military, federal budget fluctuations, and structural changes in the way science and engineering are conducted and innovations are adopted. This report suggests ways to revise the data collection activities of the Science Resources Studies Division (SRS) of the National Science Foundation to better capture the current realities of R&D funding and S&E human resources. The report's recommendations would improve the relevance of the data on graduate education, the labor market for scientists and engineers, and the funding and conduct of research and development, and thus better meet the data needs of policymakers, managers, and researchers.

The National Science Foundation's National Center for Science and Engineering Statistics (NCSES), one of the nation's principal statistical agencies, is charged to collect, acquire, analyze, report, and disseminate statistical data related to the science and engineering enterprise in the United States and other nations that is relevant and useful to practitioners, researchers, policymakers, and to the public. NCSES data, based primarily on several flagship surveys, have become the major evidence base for American science and technology policy, and the agency is well respected globally for these data. This report assesses and provides guidance on NCSES's approach to measuring the science and engineering workforce population in the United States. It also proposes a framework for measuring the science and engineering workforce in the next decade and beyond, with flexibility to examine emerging issues related to this unique population while at the same time allowing for stability in the estimation of key trends

This Proceedings of a Workshop summarizes the presentations and discussions at the Workshop on the Implications of Convergence for How the National Center for Science and Engineering Statistics (NCSES) Measures the Science and Engineering Workforce, which was held virtually and livestreamed on October 22-23, 2020. The workshop was convened by the Committee on National Statistics to help NCSES, a division of the National Science Foundation, set an agenda to inform its methodological research and better measure and assess the implications of convergence for the science and engineering workforce and enterprise. The workshop brought together scientists and researchers from multiple disciplines, along with experts in science policy, university administration, and other stakeholders to review and provide input on defining and measuring convergence and its impact on science and scientists.

Performance Measurement And Management For Engineers written by Michela Arnaboldi and has been published by Academic Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-09-08 with Business & Economics categories.

Performance Measurement and Management for Engineers introduces key concepts in finance, accounting, and management to project managers who have engineering backgrounds. It focuses these basic concepts on issues of measuring and managing enterprise value. Thus, after defining enterprise value, the book begins by explaining the ways and means of measurement. It then takes up financial measurement, describing and analyzing the typologies of financial indicators while illustrating their advantages and disadvantages. After focusing on measuring enterprise value, the second section takes up managing that value. Like the first, it pursues a double view: using indicators for internal control while employing them to analyze other companies. If engineering project managers possess a source of quantitative and qualitative information about business management, Performance Measurement and Management for Engineers will help them increase their contributions to the business. Explains how main performance indicators are related to the value of the company Reveals how to assess the financial needs of companies in relation to their financial goals and mechanisms (e.g., equity, debt, and hybrid) Describes key information and indicators for assessing the ability of enterprises to create value across time Indicates the profitability sources of different business units

This book is a state of the art treatise on what has been done so far on measuring sustainability for decision making. Contributions will appeal to engineers and scientists engaged in technology development, assessment, and verification. Researchers working on engineering sustainability are likely to get ideas for further research in quantifying sustainability for industrial systems. Concepts described can be applied across all scales, from process technology to global sustainability; and challenges and limitations are also addressed. Readers will discover important insights about simulation-based approaches to process design and quantitative measurement techniques of sustainability for business and technology systems. Most of the examples and case studies are from chemical enterprises but the methodologies presented could be applicable to any system for which quantitative data for indicators are available, and the choice of the set of indicators of sustainability are comprehensive.

Software Development Measurement Programs written by Miroslaw Staron and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-07-13 with Computers categories.

This book seeks to promote the structured, standardized and accurate use of software measurement at all levels of modern software development companies. To do so, it focuses on seven main aspects: sound scientific foundations, cost-efficiency, standardization, value-maximization, flexibility, combining organizational and technical aspects, and seamless technology integration. Further, it supports companies in their journey from manual reporting to automated decision support by combining academic research and industrial practice. When scientists and engineers measure something, they tend to focus on two different things. Scientists focus on the ability of the measurement to quantify whatever is being measured; engineers, however, focus on finding the right qualities of measurement given the designed system (e.g. correctness), the system’s quality of use (e.g. ease of use), and the efficiency of the measurement process. In this book, the authors argue that both focuses are necessary, and that the two are complementary. Thus, the book is organized as a gradual progression from theories of measurement (yes, you need theories to be successful!) to practical, organizational aspects of maintaining measurement systems (yes, you need the practical side to understand how to be successful). The authors of this book come from academia and industry, where they worked together for the past twelve years. They have worked with both small and large software development organizations, as researchers and as measurement engineers, measurement program leaders and even teachers. They wrote this book to help readers define, implement, deploy and maintain company-wide measurement programs, which consist of a set of measures, indicators and roles that are built around the concept of measurement systems. Based on their experiences introducing over 40,000 measurement systems at over a dozen companies, they share essential tips and tricks on how to do it right and how to avoid common pitfalls.

Advanced Risk Analysis In Engineering Enterprise Systems written by Cesar Ariel Pinto and has been published by CRC Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-10-08 with Business & Economics categories.

Since the emerging discipline of engineering enterprise systems extends traditional systems engineering to develop webs of systems and systems-of-systems, the engineering management and management science communities need new approaches for analyzing and managing risk in engineering enterprise systems. Advanced Risk Analysis in Engineering Enterprise Systems presents innovative methods to address these needs. With a focus on engineering management, the book explains how to represent, model, and measure risk in large-scale, complex systems that are engineered to function in enterprise-wide environments. Along with an analytical framework and computational model, the authors introduce new protocols: the risk co-relationship (RCR) index and the functional dependency network analysis (FDNA) approach. These protocols capture dependency risks and risk co-relationships that may exist in an enterprise. Moving on to extreme and rare event risks, the text discusses how uncertainties in system behavior are intensified in highly networked, globally connected environments. It also describes how the risk of extreme latencies in delivering time-critical data, applications, or services can have catastrophic consequences and explains how to avoid these events. With more and more communication, transportation, and financial systems connected across domains and interfaced with an infinite number of users, information repositories, applications, and services, there has never been a greater need for analyzing risk in engineering enterprise systems. This book gives you advanced methods for tackling risk problems at the enterprise level.
