This paper presents a new Multidimensional Poverty Index (MPI) for 104 developing countries. It is the first time multidimensional poverty is estimated using micro datasets (household surveys) for such a large number of countries which cover about 78 percent of the world's population. The MPI has the mathematical structure of one of the Alkire and Foster poverty multidimensional measures and it is composed of ten indicators corresponding to same three dimensions as the Human Development Index: Education, Health and Standard of Living. Our results indicate that 1,700 million people in the world live in acute poverty, a figure that is between the $1.25/day and $2/day poverty rates. Yet it is no $1.5/day measure. The MPI captures direct failures in functionings that Amartya Sen argues should form the focal space for describing and reducing poverty. It constitutes a tool with an extraordinary potential to target the poorest, track the Millennium Development Goals, and design policies that directly address the interlocking deprivations poor people experience. This paper presents the methodology and components in the MPI and describes main results, and shares basic robustness tests.

The Philippines, just like many other developing countries, has measured poverty using one-dimensional monetary-based indicators, although poverty is multidimensional in nature. Various work on generating a multidimensional poverty index (MPI) has been undertaken using data from several countries, including that done by the United Nations Development Programme with the Oxford Poverty and Human Development Initiative. Several studies have also used national data for generating an MPI. The measurement of multidimensional poverty in the Philippines should depend on a careful investigation on whether there is much value added in producing a composite index of poverty. Just because poverty is multi-dimensional need not mean that its measurement should be. This study examines discusses various issues regarding the production of a MPI, from the choice of the underlying indicators for the index, the weights assigned to the indicators, as well as the aggregation process. It also reviews measurements on quality of life (happiness and well-being), on poverty and welfare (including multidimensional poverty) and on sustainable development. It examines various possibilities of an MPI for the Philippines based on several waves of household surveys (viz., the National Demographic and Health Survey, the Annual Poverty Indicator Survey, and the Family Income and Expenditure Survey) and several approaches on choices of indicators and weights. This paper also looks at the robustness of trends in the resulting MPI approaches, and some policy issues attendant to the measurement of multidimensional poverty, especially on its relationship with traditional income poverty measurement.

In this paper we develop a multidimensional poverty measure that attempts to capture absolute poverty in the functioning space. As suggested by Sen, if the measure aims to be absolute in the functioning space, it needs to be relative in the resource space. To generate a relative measure, this measure adapts the poverty cut-off in resource-related indicators in a multidimensional poverty measure to prevailing standards in a region. As illustration, this poverty measure utilizes the Indian Demographic and Health Survey (DHS) and is based on UNDP's global Multidimensional Poverty Index (MPI). Similar to the global MPI, we apply the Alkire-Foster dual cut-off approach (Alkire and Foster, 2011a) and broadly follow the global MPI in the choice of indicators, weights, and overall cut-off. However, adaptable indicator thresholds are considered when appropriate. We argue that global MPI indicators in the health dimension are not open to a relative assessment, as they reflect specific health functionings (i.e. being free from premature mortality and being well nourished). In the education and standard of living dimensions, we set indicator thresholds at the median of the reference population, while experimenting with different reference populations. Empirically we find that the overall ranking of poverty in India does not change using our relative MPI, but the differentials in poverty are substantially smaller between states and rural and urban areas, also depending on the choice of the reference population.

This book investigates and documents multidimensional poverty in the United States and identifies patterns and relationships that contribute to the development of a more complete understanding of the incidence and intensity of deprivation. The first part introduces multidimensional poverty and provides a rationale for viewing poverty through a lens of multiple deprivations. It discusses how the Multidimensional Poverty Index (MPI) compares to more narrowly-focused, income-based poverty measures and emphasizes its usefulness and applicability for the formulation of related, welfare-enhancing public policies. The second part documents multidimensional poverty incidence, intensity, and corresponding MPI values at the aggregate level of detail, for various demographic cohorts, and across geographic locales. This paper presents the Multidimensional Poverty Index (MPI), a measure of acute poverty, understood as a person's inability to meet simultaneously minimum international standards in indicators related to the Millennium Development Goals and to core functionings. It constitutes the first implementation of the direct method to measure poverty for over 100 developing countries. After presenting the MPI, we analyse its scope and robustness, with a focus on the data challenges and methodological issues involved in constructing and estimating it. A range of robustness tests indicate that the MPI offers a reliable framework that can complement global income poverty estimates.

This study determines data driven weights for the indicators in the multidimensional poverty index (MPI), based on partial least squares (PLS), using income as the outcome variable. Consequently, the resulting MPI is particularly useful to income related policy and research questions. An innovative data driven procedure is proposed to determine the first cut-offs of the MPI inside of the PLS algorithm, which provides an alternative to the first cut-offs based on researchers' judgement. Another adjustment to the PLS procedure enables the weights to respect the existing practice in the MPI literature, that health, education and living standard dimension are equally important. The new MPI can consider heterogeneous observations by means of interaction terms in the weighting structure. Using this approach, a new MPI is created considering the additional deprivation of the black population in South Africa, compared to other racial groups. This MPI shows different weights and first cut-offs than the old MPI. It suggests that the first cut-offs for the year of education indicator needs to be 12 years instead of 5 years to have a practical relevance for the South African context. Additionally, the weight of assets is important and electricity less so. The black population shows higher deprivation for all considered deprivation indicators within the MPI using interaction terms.

In this paper we estimate a multi-dimensional poverty index (US-MPI) in the United States. Measuring poverty using multiple dimensions of deprivation provides a more complete picture of poverty. The US-MPI measures simultaneous deprivations experienced in multiple dimensions of well-being: health, education, income and housing. We use data on eight different indicators from the American Community Survey, and estimate the US-MPI across different regions, age, gender and race. Our estimates indicate that in 2011, one in five adult American's were multidimensional poor. Lack of health insurance and severe housing burden were two significant indicators of deprivation.
