Inhaltsangabe:Problemstellung: Im Zuge der Diskussion um Schlagworte wie "Lean Management" "flache Hierarchien" "Dezentralisierung", "Gruppen- und Teamarbeit" oder "Schnittstellen-Management" ist die Koordinationsproblematik in der betriebswirtschaftlichen Forschung und in der unterneh-merischen Praxis zu einem zentralen Thema geworden. Immer häufiger werden vertikale, streng hierarchische Abstimmungsmechanismen, in denen Instanzen ihnen nachgeordneten Organisationsmitgliedern Verhaltensnormen bei bestimmten Handlungen und Entscheidungen vorgeben und gegebenenfalls regulierend in Konflikte eingreifen, in Frage gestellt und ihre völlige Ablösung oder teilweise Ergänzung durch horizontale, nicht-hierarchische Koordinationssysteme gefordert. Auffallend ist, daß trotz der Aktualität des Themas in der wissenschaftlichen wie in der praxisbezogenen Literatur eine umfassende und einheitliche Definition von dem, was unter nicht-hierarchischen Koordinationsformen zu verstehen ist, fehlt. Die existierenden Publikationen sind uneinheitlich und mitunter sogar widersprüchlich. Die Arbeit versucht, diese Lücke zumindest ansatzweise zu schließen. Nach einer ausführlichen theoretischen Betrachtung der zentralen Begriffe der Fragestellung werden intensiv die Möglichkeiten und Grenzen hierarchischer Koordinationsmechanismen diskutiert und anschließend alternative, ganz oder teilweise nicht nicht-hierarchische Abstimmungsformen kategorisiert und dargestellt. Eine detaillierte Vorstellung und Beurteilung von verschie-denen Möglichkeiten der Gruppen- und Teamarbeit, von Gremien, Netzwerken sowie internen Märkten als organisatorische Ansätze nicht-hierarchischer Koordination bilden einen weiteren Schwerpunkt der Arbeit. Die 95 Seiten umfassende Diplomarbeit entstand im Frühjahr 1998 am Lehrstuhl für Allgemeine Betriebswirtschaftslehre und Organisation (Univ.-Prof. Dr. Rolf Bronner) der Johannes Gutenberg-Universität Mainz und wurde mit der Prädikatsnote "sehr gut" (1,5) bewertet. Aufbau der Arbeit Im Zentrum der Beobachtungen sollen Gruppen stehen, die unter den Objekten sozialwissenschaftlicher Forschung als intermediarer Aggregatzustand zwischen dem Individuum und der Institution einzuordnen sind. In Kapitel 2 wird zunachst eine umfassende und zweckmassige Definition des Gruppenbegriffs gegeben. Ausserdem werden die verschiedenen Moglichkeiten der Klassifizierung von Gruppen aufgezeigt und die Erklarungsansatze fur die Genese von Gruppen in Organisationen be-schrieben. Da sich Gruppen in Bezug auf Handlungen und das Entscheidungs-verhalten oft in erheblichem Masse von Individuen unterscheiden, werden danach die wichtigsten empirischen Befunde zum Gruppenverhalten dargestellt. Die Ursachen und Formen von Interdependenzen, die der eigentliche Ausloser fur die Notwendigkeit von Koordination in komplexen Organisationen sind, werden in Kapitel 3 beleuchtet. Die Wirkungen von Interdependenzen auf das Verhalten interagierender Gruppen werden anschliessend auf die Grundmuster Kooperation, Konkurrenz und Konflikt reduziert. Kapitel 4 wendet sich der Koordination als einem der Grundprobleme betriebswirtschaftlicher Forschungsbemuhungen zu. Der Skizzierung der Notwendigkeit und Ursachen von Koordination in Organisationen sowie der Dimensionen des Koordinationsbegriffs folgt eine Diskussion der von unterschiedlichen betriebswirtschaftlichen Forschungsrichtungen gegebenen Erklarungs- und Losungsansatze der Koordinationsproblematik. Da die Hierarchie von vielen Autoren als Grundform der Koordination bezeichnet wird, ist ihr Kapitel 5 gewidmet. The organizational history of American government during the past 100 years has been written principally in terms of the creation of larger and larger public organizations. Beginning with the Progressive movement, no matter the goal, the reflexive response has been to consolidate and centralize into formal hierarchies. That efficiency, effectiveness, and accountability, and the coordination necessary to achieve them, are promoted by such reorganizations has become widely accepted. Borrowing from social psychology, sociology, political science, and public administration, and using the public transit system of the San Francisco Bay area for illustrative purposes, Donald Chisholm directly challenges this received wisdom. He argues that, contrary to contemporary canons of public administration, we should actively resist the temptation to consolidate and centralize our public organizations. Rather, we should carefully match organizational design with observed types and levels of interdependence, since organizational systems that on the surface appear to be tightly linked webs of interdependence on closer examination often prove decomposable into relatively simpler subsystems that may be coordinated through decentralized, informal organizational arrangements. Chisholm finds that informal channels between actors at different organizations prove remarkably effective and durable as instruments of coordination. Developed and maintained as needed rather than according to a single preconceived design, informal channels, along with informal conventions and contracts, tend to match interorganization interdependence closely and to facilitate coordination. Relying on such measures reduces the cognitive demands and obviates the necessity for broadscale political agreement typical of coordination by centralized, formal organizations. They also advance other important values that are frequently absent in formally consolidated organizations, such as reliability, flexibility, and the representation of varied interests. Coordination Without Hierarchy is an incisive, penetrating work whose conclusions apply to a wide range of public organizations at all levels of government. It will be of interest to a broad array of social scientists and policymakers. In an earlier version, Coordination Without Hierarchy received the American Political Science Association 1985 Leonard D. White Award for the best doctoral dissertation in the field of public administration, including broadly related problems of policy formation and administrative theory.
