This paper solves for the set of equilibrium payoffs in bargaining with interdependent values when the informed party makes all offers, as discounting vanishes. The seller of a good is informed of its quality, which affects both his cost and the buyer's valuation, but the buyer is not. To characterize this payoff set, we derive an upper bound, using mechanism design with limited commitment. We then prove that this upper bound is tight, by showing that all its extreme points are equilibrium payoffs. Our results shed light on the role of different forms of commitment on the bargaining process. In particular, we show that it is the buyer's inability to commit to a contract before observing the terms of trade that precludes efficiency.

A wide range of questions will be considered: First of all, will two parties reach efficient agreements? Traditional economic theory gives a generally affirma tive answer for perfectly rational agents, who can carry out complex calcu lations instantaneously and without cost. The book uses innovative methods to analyse the implications of less demanding assumptions. A practical ques tion related to bargaining is: How much power does the design of institutions such as the U. N. Security Council give to each of its members? Formally, non permanent members' votes are necessary to pass resolutions, but theoretical investigation of pre-voting negotiation attributes all power to the five perma nent members. Or one may ask whether a society should rather finance the education in higher mathematics for a talented person than remedial training for a retarded person? Different concepts of justice yield different answers. Which particular concept is implemented in a given society is also a matter of bargaining, and it is of special philosophical interest to investigate which bargain will be struck in an ideal society in which individual talents and resources are not yet known. Very generally, a bilateral bargaining situation is characterized by two agents - individuals, firms, governments, etc.

Bilateral bargaining is often mediated by a third party, called an “intermediary.” In many cases, the intermediary shares some interest with one of the two parties in the negotiation and cannot commit to and enforce his decision. This paper studies the effect of such a “biased” intermediary without commitment and enforcement power in a fully general communication structure. I consider a bilateral trade model à la Myerson and Satterthwaite (1983) with binary valuations in which the intermediary offers a price to the traders. I focus on the set of sequential communication equilibria of the game, which characterizes what the players can achieve if they can freely communicate with each other. I show that the intermediary's bias is detrimental to efficiency, however small it is. I also characterize the second-best equilibrium and show that the expected trade surplus will decrease if the degree of bias exceeds a certain threshold.
