The increasing globalization of trade, travel and transport since the mid-19th century had unwelcome consequences – one of them was the spread of contagious animal diseases over greater distances in a shorter time than ever before. Borders and national control strategies proved to be insufficient to stop the pathogens. Not surprisingly, the issue of epizootics (epidemics of animals) was among the first topics to be addressed by international meetings from the 1860s onwards. Pathogens Crossing Borders explores the history of international efforts to contain and prevent the spread of animal diseases from the early 1860s to the years after the Second World War. As an innovative contribution to global history and the history of internationalism, the book investigates how disease experts, politicians and state authorities developed concepts, practices and institutional structures at the international level to tackle the spread of animal diseases across borders. By following their activities in dealing with a problem area which was – and is today – of enormous political, social, public health and economic relevance, the book reveals the historical challenges of finding common international responses to complex and pressing global issues for which there are no easy solutions.

Today’s era of intense globalization has unleashed dynamic movements of people, pathogens, and pests that overwhelm the static territorial jurisdictions on which the governance provided by sovereign states and their formal intergovernmental institutions is based. This world of movement calls for new ideas and institutions to govern people’s health, above all in Africa, where the movements and health challenges are the most acute. This book insightfully explores these challenges in ways that put the perspectives of Africans themselves at centre stage. It begins with the long central and still compelling African health challenge of combating the pandemic of HIV/AIDS. It then examines the global governance responses by the major multilateral organizations of the World Bank and the World Trade Organization and the newer informal flexible democratically oriented ones of the Group of Eight. It also addresses the compounding health challenge created by climate change to assess both its intensifying impact on Africa and how all international institutions have largely failed to link climate and health in their governance response. Aim: One health (OH) integrates the efforts of multiple disciplines working locally, nationally, and globally to achieve optimal health for people, animals, and the environment. Changing interactions between people, animals, plants, and the environment have resulted in the growth and expansion of human populations into new geographic areas. The proximity to domestic and wild animals, climate changes, and land use distort the environment leading to opportunities for the amplification of zoonoses. Implementing the OH approach at the national, local, and project level remains limited due to the lack of practical and tested operational methods for implementation and evaluation. In Kenya, the OH approach is spearheaded by the Zoonotic Disease Unit (ZDU). This study assessed the proportion of partners collaborating for OH, the methods, and the factors affecting multisectoral collaboration to confirm its effectiveness in controlling zoonoses in Kisumu County. Methods: A cross-sectional descriptive study design was used to generate information regarding the effectiveness of multisectoral collaboration in implementing the OH approach in the control of zoonoses. Descriptive statistics determined and assessed the nature, extent, and factors that affected multisectoral collaboration. Results: Multisectoral collaboration to control zoonoses in Kisumu was limited and driven mainly by public health officers (PHOs). Collaboration was enhanced through joint sensitizations and notifications whenever a zoonosis was suspected. The need for expertise outside one sector, the desire to promote OH, and the requirement to mainstream OH as a government policy prompted multisectoral collaboration. Conclusion: Multisectoral collaboration needed to be improved owing to a deficient OH policy hence the need for review to optimize the limited funding for training and infrastructure development, addressing staffing requirements, and setting up a robust information management system for data sharing.

Who are the vulnerable, and what makes them so? Through an innovative application of English School theory, this book suggests that people are vulnerable not only to natural risks, but also to the workings of international society. This replicates the approach of those studies of natural disasters that now commonly present a social vulnerability analysis, showing how people are differentially exposed by their social location. Could international society have similar effects? This question is explored through the cases of political violence, climate change, human movement, and global health. These cases provide rich detail on how, through its social practices of the vulnerable, international society constructs the vulnerable in its own terms, and sets up regimes of protection that prioritize some forms at the expense of others. What this demonstrates above all is that, even if only a 'practical' association, international society inevitably has moral consequences in the way it influences the relative distribution of harm. As a result, these four pressing policy issues now present themselves as fundamentally moral problems. Revising the arguments of E. H. Carr, the author points out the essentially contested normative nature of international order. However, instead of as a moral clash between revisionist and status quo powers, as Carr had suggested, the problem is instead one about the contested nature of vulnerability, insofar as vulnerability is an expression of power relations, but also gives rise to a moral claim. By providing a holistic treatment in this way, the book makes practical sense of the vulnerable, while also seeking to make moral sense of international society.
