This short book makes a connection between recent ‘tectonic shifts’ in the world economy and the political problems currently confronted by western democracies. The shift of manufacturing away from the West, allied to the pressure to keep costs down in an increasingly competitive global economy, has led to economic inequality, reliance on service industry employment and public sector austerity. All this has in turn produced large numbers of desperate citizens attracted to a populist economic nationalism accompanied by xenophobia. However, the originality of this text lies not in the above argument, but in the philosophical reflections which drive and derive from it. These include reflections on history as a supposed causal process; on the need to make ethical judgements of economic activities and the difficulties of doing so; and on the problems confronting modern citizens in understanding complex economic processes and their political implications. Capitalism and Democracy in the Twenty-First Century endorses Wittgenstein’s ‘praxis’ approach to human social life and its study. Accordingly, it not only analyses economic and political problems but suggests ways of solving or mitigating them. In doing so it relies on Marx’s conviction that our capacity to see certain phenomena as problems is at least a priori evidence that they can be solved. Democracy and extremism are usually considered as opposites. We assume that our system (in the UK, the USA, the Netherlands etc.) is democratic, and extremists try to destroy our system and introduce some kind of dictatorship, if not chaos and anarchy. Yet in many cases, the extremists seem sincere in their attempt to construct a more democratic polity. Hence, they can be called democrats and yet also extremists, in so far as they strive for a regime with characteristics that are more extreme in a significant sense. This book analyses radical and extreme democratic theories and ideas in their historical context, interlocked with critical descriptions of historical institutions and experiments that help to evaluate the theories. Cases range from ancient Athens to recent experiments with citizen juries and citizen assemblies, from the time-honoured Swiss Landsgemeinde to contemporary (and controversial) workers’ councils in Venezuela and participatory budgeting in Porto Alegre. Among the theorists discussed here are familiar names as well as relatively unknown persons: Jean-Jacques Rousseau and Karl Marx, Murray Bookchin and John Burnheim, William Godwin and Barbara Goodwin, Anton Pannekoek and Heinz Dieterich. Over the last several decades, many political theorists have touted the banner of “radical democracy” to view the agonistic—that is, non-coercive—struggle against power as the correct way forward for progressive political actors, rather than the antagonistic acquisition or use of it. The belief that such engagements respect the political equality of all and are thus more democratic lies at the heart of this trend; and yet, recent developments have shown that events with such agonistic beginnings, such as Occupy, the Arab Spring, and Hong Kong’s Umbrella Movement have the clear potential of ending antagonistically. Comparing four historical cases of popular uprising that fluctuated between agonistic and antagonistic moments, this book establishes the circumstances under which such agonistic engagements with power can both take off and persist. Revealing the many limitations that agonistic politics is shown to face, Radical Democracy and its Limits makes a needed intervention into contemporary democratic theory and argues that radical democracy should not be held up as a model for those pursuing a more egalitarian future.
