Esta Tesis Doctoral, realizada desde el enfoque de los Derechos Humanos, la perspectiva de género, la historia comparada y la teoría actual de los movimientos sociales, investiga las razones nacionales e internacionales de la creación e implementación de Educación para la Ciudadanía y los Derechos Humanos en el sistema educativo español durante el Gobierno socialista de Rodríguez Zapatero, así como las reacciones frente a la misma, ilustrándolas con las generadas en Castilla-La Mancha, Castilla y León y Madrid (elegidas por su condición de comunidades autónomas de signo político opuesto y de diferente nivel de religiosidad social). Se estudia la movilización de los activistas católicos laicos neoconservadores alentada por la jerarquía eclesiástica y los papas Juan Pablo II y Benedicto XVI, en el marco de la plural confrontación entre Iglesia y Estado vivida en España en esta etapa. Se subraya que la movilización contra Educación para la Ciudadanía y los Derechos Humanos tiene componentes tanto discursivos como emocionales y tanto locales como transnacionales, estos últimos aportados por el choque entre el discurso de las organizaciones internacionales y el discurso laico de Rodríguez Zapatero, con el discurso neoevangelizador de la Santa Sede secundado por la Conferencia Episcopal Española, un discurso destinado a hacer frente al avance de la perspectiva de género que actualmente permea la ONU y al progreso del laicismo en los viejos bastiones del cristianismo, como España. Se comprueba el efectivo impacto que tal proceso movilizador ha producido en las políticas educativas nacionales y comunitarias, en los contenidos de los libros de texto, en las respuestas de la Administración Pública a las demandas educativas de la ONU, el Consejo de Europa y la UE y, en suma, en el déficit de formación democrática de los ciudadanos.
