The school-aged population of the United States has become more racially and ethnically diverse in recent decades, but its public schools have become significantly less integrated. In California, nearly half of the state's Latino youth attend intensely-segregated minority schools. Apart from shifts in law and educational policy at the federal level, this gradual resegregation is propelled in part by grassroots efforts led predominantly by white, middle-class residential communities that campaign to reorganize districts and establish ethnically separate neighborhood schools. Despite protests that such campaigns are not racially, culturally, or socioeconomically motivated, the outcomes of these efforts are often the increased isolation of Latino students in high-poverty schools with fewer resources, less experienced teachers, and fewer social networks that cross lines of racial, class, and ethnic difference. Confronting Suburban School Resegregation in California investigates the struggles in a central California school district, where a predominantly white residential community recently undertook a decade-long campaign to "secede" from an increasingly Latino-attended school district. Drawing on years of ethnographic research, Clayton A. Hurd explores the core issues at stake in resegregation campaigns as well as the resistance against them mobilized by the working-class Latino community. From the emotionally charged narratives of local students, parents, teachers, school administrators, and community activists emerges a compelling portrait of competing visions for equitable and quality education, shared control, and social and racial justice.

Yesterday, Today, and Tomorrow provides a compelling analysis of the forces and choices that have shaped the trend toward the resegregation of public schools. By assembling a wide range of contributors—historians, sociologists, economists, and education scholars—the editors provide a comprehensive view of a community’s experience with desegregation and economic development. Here we see resegregation through the lens of Charlotte, North Carolina, once a national model of successful desegregation, and home of the landmark Swann desegregation case, which gave rise to school busing. This book recounts the last forty years of Charlotte’s desegregation and resegregation, putting education reform in political and economic context. Within a decade of the Swanncase, the district had developed one of the nation’s most successful desegregation plans, measured by racial balance and improved academic outcomes for both black and white students. However, beginning in the 1990s, this plan was gradually dismantled. Today, the level of resegregation in Charlotte has almost returned to what it was prior to 1971. At the core of Charlotte’s story is the relationship between social structure and human agency, with an emphasis on how yesterday’s decisions and actions define today’s choices.

In Elusive Equality, Jeffrey L. Littlejohn and Charles H. Ford place Norfolk, Virginia, at the center of the South's school desegregation debates, tracing the crucial role that Norfolk's African Americans played in efforts to equalize and integrate the city's schools. The authors relate how local activists participated in the historic teacher-pay-parity cases of the 1930s and 1940s, how they fought against the school closures and "Massive Resistance" of the 1950s, and how they challenged continuing patterns of discrimination by insisting on crosstown busing in the 1970s and 1980s. Despite the advances made by local activists, however, Littlejohn and Ford argue that the vaunted "urban advantage" supposedly now enjoyed by Norfolk's public schools is not easy to reconcile with the city's continuing gaps and disparities in relation to race and class. In analyzing the history of struggles over school integration in Norfolk, the authors scrutinize the stories told by participants, including premature declarations of victory that laud particular achievements while ignoring the larger context in which they take place. Their research confirms that Norfolk was a harbinger of national trends in educational policy and civil rights.
