In Elusive Equality, Jeffrey L. Littlejohn and Charles H. Ford place Norfolk, Virginia, at the center of the South's school desegregation debates, tracing the crucial role that Norfolk's African Americans played in efforts to equalize and integrate the city's schools. The authors relate how local activists participated in the historic teacher-pay-parity cases of the 1930s and 1940s, how they fought against the school closures and "Massive Resistance" of the 1950s, and how they challenged continuing patterns of discrimination by insisting on crosstown busing in the 1970s and 1980s. Despite the advances made by local activists, however, Littlejohn and Ford argue that the vaunted "urban advantage" supposedly now enjoyed by Norfolk's public schools is not easy to reconcile with the city's continuing gaps and disparities in relation to race and class. In analyzing the history of struggles over school integration in Norfolk, the authors scrutinize the stories told by participants, including premature declarations of victory that laud particular achievements while ignoring the larger context in which they take place. Their research confirms that Norfolk was a harbinger of national trends in educational policy and civil rights. Drawing on recently released archival materials, oral interviews, and the rich newspaper coverage in the Journal and Guide, Virginian-Pilot, and Ledger-Dispatch, Littlejohn and Ford present a comprehensive, multidimensional, and unsentimental analysis of the century-long effort to gain educational equality. Yesterday, Today, and Tomorrow provides a compelling analysis of the forces and choices that have shaped the trend toward the resegregation of public schools. By assembling a wide range of contributors—historians, sociologists, economists, and education scholars—the editors provide a comprehensive view of a community’s experience with desegregation and economic development. Here we see resegregation through the lens of Charlotte, North Carolina, once a national model of successful desegregation, and home of the landmark Swann desegregation case, which gave rise to school busing. This book recounts the last forty years of Charlotte’s desegregation and resegregation, putting education reform in political and economic context. Within a decade of the Swanncase, the district had developed one of the nation’s most successful desegregation plans, measured by racial balance and improved academic outcomes for both black and white students. However, beginning in the 1990s, this plan was gradually dismantled. Today, the level of resegregation in Charlotte has almost returned to what it was prior to 1971. At the core of Charlotte’s story is the relationship between social structure and human agency, with an emphasis on how yesterday’s decisions and actions define today’s choices.

This report looks at the past two decades and the impact of the growth of Hispanic and Asian populations and how they are being affected by school segregation, desegregation, and resegregation. School segregation of Hispanics has increased dramatically during a period in which the nation's Hispanic enrollment has also soared. Segregation has also grown slowly and steadily for blacks in the inner cities that have been desegregated under policies that left the suburbs unchanged. Data demonstrate that Hispanics are now significantly more segregated than Blacks. In spite of increased segregation in some cities, statistics for blacks across the United States show that the widely expected increase of segregation during the Reagan years did not occur either on a national basis or in the South where most blacks live. Reagan administration policies had no overall effect on the integration of southern black students by 1988. Data in this report do not reflect the impact of recent and pending court decisions that may affect urban school desegregation. A modest increase in the nation's residential desegregation, driven by a large increase in Black and Hispanic suburbanization, has helped offset the resegregation caused by the continuing decline of white residents in central city school systems. Twenty years of data on the 17 states that enforced mandatory segregation until 1954 show that the school desegregation accomplishments of the 1960s and the early 1970s were neither fragile nor transient. Different forms of desegregation plans have different effects on the level and persistence of desegregation and on the ability of a school district to retain white enrollment. Data in this report show that county-wide desegregation plans that include both city and suburbs are more effective on both fronts. There is no evidence that the problem of school segregation will go away, however, and a new definition of segregation will probably be needed as racial composition and suburban desegregation change. A public school principal’s account of the courageous leaders who have dismantled the tracking systems in their schools in order to desegregate classrooms What would happen if a school eliminated the “tracks” that rank students based on their perceived intellectual abilities? Would low-achieving students fall behind and become frustrated? Would their higher-achieving peers suffer from a “watered-down” curriculum? Or is tracking itself the problem? A growing body of research shows that tracking doesn’t increase learning for the minority and low-income students who are overrepresented in low-track classrooms. This de facto segregation has led many civil rights advocates to argue that tracking is turning back the clock on equal education. As a principal at a New York high school, Carol Corbett Burris believed that the curriculum for the best students was the best curriculum for all. She helped lead a bold plan to eliminate tracking from her school, and the results couldn’t have been further from the doom-and-gloom scenarios of tracking proponents. Instead, there was a dramatic improvement in the achievement of all students, across racial and socioeconomic divisions, and a near elimination of the achievement gap. Today, due to those efforts, International Baccalaureate English is the twelfth-grade curriculum for South Side students, and all students take the same challenging courses, together, to prepare them for college. In On the Same Track, Burris draws on her own experience, on the experiences of other schools, and on the latest research to make an impassioned case for detracking. Not only does the practice of tracking fail to benefit lower-tracked students, as Burris shows, but it also results in the resegregation of classrooms. Furthermore, she argues that many of today’s popular reforms emanate from the same “sort and select” mentality that reinforces social stratification based on race and class. On the Same Track is a rousing, controversial, and yet optimistic account of how we need to change our assumptions and policies if we are to live up to the promise of democratic public education. Only by holding all students to the same high standards can we ensure that all have the same opportunity to live up to their full potential.
