The opportunities and limitations of a sectoral approach to training research and policy were examined through the commissioning and analysis of reports on trends and issues in five European countries: Belgium; France; Germany; Greece; and the Netherlands. Special attention was paid to the opportunities of sectoral initiatives for small and medium-size companies and the interconnectedness of training initiatives and the social dialogue between employer and employee associations. "Sector" was defined broadly as an economic and sociopolitical category. The prospects for a sectoral approach in training research were said to be favorable because the relevance of a sectoral approach will likely increase in the coming years as a result of a general trend to decentralize training. Practical opportunities for applying a sectoral approach to training research were found to differ strongly from country to country and from sector to sector within countries. After an examination of the possible roles of individual firms, company networks, professional associations, and regional-sectoral partnerships in formation and implementation of sectoral policies training, it was concluded that sectoral training policies should be connected and completed with training initiatives at the subsectoral and cross-sectoral levels. A conceptual model for analyzing sectoral training systems was proposed. (Contains 41 references.) (MN)

The development of sectoral training systems in two economic sectors--the printing industry and the sector of health care in hospitals--was examined in a study that entailed parallel research projects in five European countries: Belgium, Latvia, The Netherlands, Norway, and the United Kingdom. The study was based on the assumption that the development of sectoral training systems entails four processes: articulation of sectoral (training) agencies and bodies; negotiation of training agreements; creation of training policies and provisions; and implementation of training policies and programs at the firm level. Sectoral training systems were generally more clearly developed in the printing sector. Printing sector training systems were highly developed in Norway, Belgium, and the Netherlands. In the United Kingdom, the established social partner-led training system that was broken down by the liberal government in the 1980s has recently been reconstructed through the conclusion of joint training agreements and the establishment of a joint training council. In all five countries, sectoral-level training was less articulated in the hospital sector. The research model was deemed a workable device for description and analysis of developments in the two sectors studied. (Contains 15 references) (MN)

Part of a European project to assess the opportunities and limitations of a sectoral approach to training, this synthesis report focuses on innovation and training in the agribusiness complex. Chapter 1 discusses the study objectives, which were to gain more insight into the relationship between innovation and qualification in product chains; into the role of training agencies and other sectoral agencies in the transfer of innovations and adaptation of qualifications in product chains; and into an assessment of opportunities and limitations of sectoral training systems in situations of rapid technological change and economic restructuring. Chapter 3 gives an overview of the following product chains studied in five countries: beer production in Belgium; cheese production in Greece; bread production in Spain; vegetable production in the United Kingdom; and meat production in the Netherlands.
