This is the third report in a series of annual reports which provide an analysis of shortage and, since 2016, surplus occupations as identified by the European PES. Each report has a somewhat different focus. The focus of this report is to ultimately draw on the findings in the whole series and create a model which can accurately and comprehensively identify imbalances and cross-border matching possibilities in a manner which is of practical use to EURES and the national VET authorities in the EEA countries. Facilitating the matching of skills and jobs across borders in the EU contributes to the better functioning of labour markets in the EU, as pursued by the EURES network. Supporting the identification of skills shortages and the better matching of skills of job-seekers with the needs of employers is also among the objectives of the European Network of Public Employment Services (PES Network)

In December 2015, a report was completed for the European Commission which identified shortage occupations based on an analysis of data submitted by 23 European Public Employment Services (PES). The current report is a follow-up to that report. It also explores the possibility of using the European Labour Force Survey (LFS) to identify shortage and surplus occupations.

Labour markets are undergoing structural transformation due to globalisation, demographic trends, advancing digital technologies and automation and changes in labour market institutions. Against this background, businesses increasingly report that the limited availability of skills poses an impediment to corporate investment. Genuine skill constraints can negatively affect labour productivity and hamper the ability to innovate and adopt technological developments. For individual Europeans, not having "the right skills" limits employability prospects and access to quality jobs. For Europe at large, persistent skill gaps and mismatches come at economic and social costs. This paper reviews the recent economic literature on skill mismatch and skill shortages, with a focus on Europe. It questions: how the job requirements of individuals can be measured; whether skill shortages stated by employers reflect the lack of suitable candidates or are due instead to the wage and working conditions being offered; what economic costs are posed by skill mismatch and shortages; and how policy can address the issue of skills, including the role of EU policies.
