Tax evasion, tax avoidance and tax resistance are widespread phenomena in political, economic, social and fiscal history from antiquity through medieval, early modern and modern times. Histories of Tax Evasion, Avoidance and Resistance shows how different groups and individuals around the globe have succeeded or failed in not paying their due taxes, whether in kind or in cash, on their properties or on their crops. It analyses how, throughout history, wealthy and poor taxpayers have tried to avoid or reduce their tax burden by negotiating with tax authorities, through practices of legal or illegal tax evasion, by filing lawsuits, seeking armed resistance or by migration, and how state authorities have dealt with such acts of claim making, defiance, open resistance or elusion. It fills an important research gap in tax history, addressing questions of tax morale and fairness, and how social and political inequality was negotiated through taxation. It gives rich insights into the development of citizen-state relationships throughout the course of history. The book comprises case studies from Ancient Athens, Roman Egypt, Medieval Europe, Early Modern Mexico, the Ottoman Empire, Nigeria under British colonial rule, the United Kingdom of the early 20th century, Greece during the Second World War, as well as West Germany, Switzerland, Sweden and the United States in the 20th century, including transnational entanglements in the world of late-modern offshore finance and taxation. Over the last twenty years research on the Reformation in Germany has shifted both chronologically and thematically toward an interest in the ’long’ or ’delayed’ Reformations, and the structure and operation of the Holy Roman Empire. Whilst this focus has resulted in many fascinating new insights, it has also led to the relative neglect of the early Reformation movement. Put together with the explicit purpose of encouraging scholars to reengage with the early ’storm years’ of the German Reformation, this collection of eleven essays by Tom Scott, explores several issues in the historiography of the early Reformation which have not been adequately addressed. The debate over the nature and function of anticlericalism remains unresolved; the mainsprings of iconoclasm are still imperfectly understood; the ideological role of evangelical doctrines in stimulating and legitimising popular rebellion - above all in the German Peasants’ War - remains contentious, while the once uniform view of Anabaptism has given way to a recognition of the plurality and diversity of religious radicalism. Equally, there are questions which, initially broached, have then been sidelined with undue haste: the failure of Reforming movements in certain German cities, or the perception of what constituted heresy in the eyes of the Reformers themselves, and not least, the part played by women in the spread of evangelical doctrines. Consisting of seven essays previously published in scholarly journals and edited volumes, together with three new chapters and an historical afterword, Scott’s volume serves as a timely reminder of the importance of the early decades of the sixteenth century. By reopening seemingly closed issues and by revisiting neglected topics the volume contributes to a more nuanced understanding of what the Reformation in Germany entailed.

Why in the pre-industrial period were some settlements resilient and stable over the long term while other settlements were vulnerable to crisis? Indeed, what made certain human habitations more prone to decline or even total collapse, than others? All pre-industrial societies had to face certain challenges: exogenous environmental hazards such as earthquakes or plagues, economic or political hazards from ’outside’ such as warfare or expropriation of property, or hazards of their own-making such as soil erosion or subsistence crises. How then can we explain why some societies were able to overcome or negate these problems, while other societies proved susceptible to failure, as settlements contracted, stagnated, were abandoned, or even disappeared entirely? This book has been stimulated by the questions and hypotheses put forward by a recent ’disaster studies’ literature - in particular, by placing the intrinsic arrangement of societies at the forefront of the explanatory framework. Essentially it is suggested that the resilience or vulnerability of habitation has less to do with exogenous crises themselves, but on endogenous societal responses which dictate: (a) the extent of destruction caused by crises and the capacity for society to protect itself; and (b) the capacity to create a sufficient recovery. By empirically testing the explanatory framework on a number of societies between the Middle Ages and the nineteenth century in England, the Low Countries, and Italy, it is ultimately argued in this book that rather than the protective functions of the state or the market, or the implementation of technological innovation or capital investment, the most resilient human habitations in the pre-industrial period were those than displayed an equitable distribution of property and a well-balanced distribution of power between social interest groups. As long as there have been formal governments, there has been political contention, an interaction between ruler and subjects involving claims and counterclaims, compliance or resistance, cooperation, resignation, condescension, and resentment. Where political studies tend to focus on either those who rule or those who are ruled, the essays in this volume call our attention to the interaction between these forces at the very heart of contentious politics. Written by prominent scholars of political and social history, these essays introduce us to a variety of political actors: peasants and workers, tax resisters and religious visionaries, bandits and revolutionaries. From Brazil to Beijing, from the late Middle Ages to the present, all were or are challenging authority. The authors take a distinctly historical approach to their subject, writing both of specific circumstances and of larger processes. While tracing their origins to the social history and structural sociology approaches of the sixties and seventies, the contributors have also profited from subsequent critiques of these approaches.
