Daarbij wordt nogal eens met weemoed verwezen naar een verleden, toen Nederland een stuk gastvrijer was voor bijvoorbeeld de helden die na 1945 het communisme ontvluchtten. In Geruisloos inwilligen beschrijft Tycho Walaardt voor de periode 1945-1994 hoe en waarom werd besloten wie mocht blijven en wie niet. Centraal staat de vraag wie er invloed hadden of wilden hebben op de uitkomsten van individuele asielverzoeken en welke argumenten zij gebruikten om voor toelating of afwijzing te pleiten. Walaardt laat zien dat er verschil bestond tussen beleid en praktijk. Een dergelijk gat wordt gewoonlijk als een probleem aangemerkt. Uit Walaardts boek blijkt, dat het gat juist ook mogelijkheden bood en dat verklaart dan ook waarom het bleef bestaan.
