Since its inception, al Qaeda has aspired to create a safe haven in Yemen,where it has operated against U.S. and Yemeni interests. From 2001 to 2004, when Edmund J. Hull was the American ambassador to Yemen, U.S. and Yemeni counterterrorism efforts successfully seized the initiative against al Qaeda, severely degrading its capabilities. During this period, al Qaeda mounted no successful operations against U.S. interests in Yemen and suffered the loss of its top leadership and cadres. High-Value Target tells the inside story of how al Qaeda’s Yemeni safe haven was disrupted during Hull’s tenure. A top counterterrorism official in both the Clinton and Bush administrations, Hull provides a detailed account of a team effort to build a strategic basis for U.S.-Yemeni counterterrorism and to execute a broad strategy aimed at improving not only the security of Yemen but also its economic development.That strategy included launching successful strikes against al Qaeda’s leadership; engaging in sustained, personal involvement in Yemen’s remote tribal areas; and fostering Yemen’s nascent democracy and civil society. A proper knowledge of neutron cross sections is very important for the operation safety of various nuclear facilities. Reducing uncertainties in the neutron cross sections can lead to an enhanced safety of present and future nuclear power systems. It is essential to have a tool to measure the neutron cross sections at required resolution. The Geel electron linear accelerator (GELINA) is the one with the best energy resolution. The main goal of this publication is to investigate the possibilities to improve even further the capabilities of this neutron data measurement facility. The present GELINA capabilities will be improved by designing a new high-power neutron producing target. The new target designed will substantially enhance the obtainable energy resolution, while not compromising the neutron flux. The first step was to optimize the target in size and material. The second step was to optimize a block-shaped geometry, instead of the cylindrical geometry.

Radar target simulators (RTSs) deceive a radar under test (RuT) by creating an artificial environment consisting of virtual radar targets. In this work, new techniques are presented that overcome the rasterization deficiency of current RTS systems and enable the generation of virtual targets at arbitrary high-precision positions. This allows for continuous movement of the targets and thus a more credible simulation environment.

In the present work, the target station of the accelerator-driven neutron source HBS is optimized in comprehensive parameter studies using the Monto-Carlo method. The dependence of the most important performance characteristics of such a system on the external parameters is investigated neglecting technical and mechanical limitations. In this way, qualitative and quantitative statements for all possible configurations and envisaged applications can be derived and should be considered in the detailed planning of such facilities. For this purpose, different scenarios are considered that place completely different requirements on the design of the target station. The central statements derived in this thesis can be transferred to any framework conditions, such as different accelerator energies, so that these results can be used in the development of other neutron sources, which together with the HBS form a European network and provide a prosperous community in neutron science.

This paper proposes a novel shrinkage estimator for high-dimensional covariance matrices by extending the Oracle Approximating Shrinkage (OAS) of Chen et al. (2009) to target the diagonal elements of the sample covariance matrix. We derive the closed-form solution of the shrinkage parameter and show by simulation that, when the diagonal elements of the true covariance matrix exhibit substantial variation, our method reduces the Mean Squared Error, compared with the OAS that targets an average variance. The improvement is larger when the true covariance matrix is sparser. Our method also reduces the Mean Squared Error for the inverse of the covariance matrix.
