This book provides policymakers, researchers, and other interested audiences with knowledge on how to quantify and integrate and advance co-benefits in their decisions. It begins with an introductory chapter that provides an overview of the concept of co-benefits. This followed by a section that details quantitative approaches to estimate co-benefits, particularly in cities. A third section presents a series of case studies from the energy sector in Northeast and Southeast Asia. A final section focuses on new perspectives on co-benefits from linking climate change with biodiversity, social justice, and through new models of co-innovation. The book is particularly timely as many countries in Asia seek to achieve objectives in the national climate policies and the Sustainable Development Goals (SDGs). The climate emergency poses an increasingly severe threat to the health and well-being of more than a billion people in Asia. Policymakers in the region have sought to curb this threat by adopting clean energy, energy efficiency, and other sectoral policies. In some cases, these policies can bring additional benefits beyond mitigating climate change. These so-called “co-benefits” --ranging from improved air quality to better health to socioeconomic equity--could not only offset the costs of climate mitigation but also make Asia’s development more sustainable. Yet all too frequently policymakers lack the analytical methods and practical experiences to incorporate co-benefits into their decisions. This has created difficulties in aligning climate and sustainable development policies in Asia.

The existential environmental crisis prompted the United Nations to formulate the Millennium Development Goals at the turn of the 21st century in order to embark on an era of sustainable development. The progress and deficiencies in achieving the Millennium Development Goals provided impetus to the intelligentsia and policymakers to map out the pertinent goals for a sustainable growth trajectory for humanity and the planet. The United Nations’ 2030 Agenda for Sustainable Development, which was adopted in September 2015, took the shape of 17 Sustainable Development Goals (SDGs) and 169 targets. In effect, the 17 Sustainable Development Goals focus on protecting the earth's life support systems for intra- and inter-generational equity and for development that is rooted in sustainability science. Attaining these goals is an uphill task; nevertheless, scientific knowledge, trans and interdisciplinary inquiries, concerted global action and capacity building would provide an enabling environment for achieving the SDGs. This book explores the synergies and trade-offs between climate change management and other SDGs. It highlights the policy imperatives as well as the interrelations between combating climate change and its impacts (SDG 13) and food and nutritional security (SDG 2), water security (SDG 6), soil security (SDG 15), energy security (SDG 7), poverty eradication (SDG 1), gender equality (SDG 5), resilient infrastructure (SDG 9), and sustainable and resilient cities (SDG 11).

As climate change looms larger, many look to sustainable investing that incorporates environmental, social, and governance (ESG) concerns as part of the way forward. To assess scope for ESG-conscious investing to achieve climate change goals, we explore the link between emissions growth and ESG scores using firm-level data for the largest emitters around the world. Discouragingly, our analysis uncovers at best a weak relationship: firms with better ESG scores do display somewhat slower emissions growth but this link is substantially attenuated and no longer statistically significant if we limit attention to within-country or within-firm variation. Our findings suggest limited scope for sustainable investing strategies conditioned solely on ESG indicators to meaningfully help mitigate climate change and, more broadly, underscore the need to continue to build consensus towards effective economy-wide policies to address climate change.

Global warming is unequivocal. The Paris Agreement requires that countries undertake a global stocktake beginning in 2023 at the 28th Conference of Parties to be held in Doha and every five years thereafter. Countries will demonstrate aggregate progression towards balancing greenhouse gases by sources and removals, adapting to the threats from climate change, the flow of climate finances, and contribution to the achievement of sustainable development goals. This paper designs an Enhanced Climate Mitigation Actions and Safeguard (ECMAS) Indicator Framework and applies it to 188 Nationally Determined Contributions (NDCs). It assesses the implications of the quality of the information provided to improve clarity, transparency, and understanding of the NDCs. Findings show inconsistencies in terms used to describe emission reduction (ER) targets, unmet mitigation ambitions, and poorly elaborated safeguards. The study concludes that the information in the NDCs may jeopardize the sustainability and inclusiveness of net-zero ER targets and Paris Agreement goals, and the ECMAS Indicator Framework can help countries design and pursue appropriate pathways. Our findings recommend the need for policy guidelines to harmonize terminologies in NDCs, promotion of tools for enhancing net-zero ER targets and strengthening of institutional arrangements for elaborating and ensuring safeguards against socio-ecological inequalities are promoted and respected.
