The Third United Nations Conference on the Exploitation and Peaceful Uses of Outer Space (UNISPACE III) was held from 19 to 30 July 1999 in Vienna. The United States spends considerable sums on international cooperation in research and development (ICRD). Policymakers have expressed concerns about these cooperative activities. Some fear that the United States is paying more than its fair share of the work's cost. Others worry that the country is giving away critical technologies to potential foreign competitors. Additional concerns have been voiced that cooperative programs subordinate the interests of true science to strategic or political ends. These claims are difficult to test, however, for a number of reasons: the large number of projects; the long timelines of projects; and the focus on reporting research results, not measuring larger benefits. This report uses information from the RAND RaDiUS research and development (R&D) database, complemented by agency interviews, to catalogue international cooperative R&D and to construct a framework for assessing benefits the United States may derive from participation in such research. Based on the framework of metrics developed for this project, the author also presents a case study examining cooperation in earthquake sciences and seismology to test the ability of these metrics to provide feedback on benefits.

Domestic politics constitute a wide range of subfields under which one can see education, businesses, energy, health care and other sectors of the political apparatus which are determined by the state apparatus. Different regime types approach domestic politics differently and consequentially also have different forms in which they execute foreign policy and behave internationally. The question proposed is meant to assess the extent to which domestic politics affect inter-state cooperation, i.e. to which extent does it matter whether the domestic regime is democratic, autocratic, or fascist regimes affect how the state formulates its foreign policy and engages in agreements with other states. International cooperation is not a new phenomenon, yet it has been heavily understudied throughout the first and second world wars and only gained importance in the cold war period, where cooperation and alliance formations with the increasing number of newly independent states and the bipolar atmosphere of the global arena advocated for the importance of cooperation between states. This research is of importance because the ever-changing atmosphere of global shocks, ranging from security issues to civil wars and internal instability, have all affected how states behave internationally. This study, however, will focus on how inter-state cooperation is independent from domestic regime structures and is rather driven by the Gross National Product (GNP) i.e. the financial strength of the country and Human Development Index (HDI) ranking of the state. The study is expected to unravel the importance of the financial capabilities to increase inter-state cooperation in the lack of an overarching global governance system. Different theoretical frameworks have approached the issue of regime types and their effects on international cooperation differently. This will be discussed in the literature review and the theoretical arguments sections.

This paper discusses and analyzes various international mechanisms to scale up global action on climate mitigation and address the policy gap in this area. Despite the new commitments made at COP 26, there is still an ambition and a policy gap at the global level to keep temperature increases below the 2°C agreed in Paris. Avoiding the worst outcomes of climate change requires an urgent scaling up of climate policies. Recent policy proposals include the idea of common minimum carbon prices, which underlie the IMF’s international carbon price proposal (Parry, Black, and Roaf 2021) and the climate club proposal of the German government. While global carbon prices are not a new idea, the new elements are the use of carbon price floors—which allow countries to do more if they wish—and the differentiation of carbon price floors by level of development. In the absence of international coordination, countries with ambitious climate policies are considering introducing a border carbon adjustment mechanism to prevent domestic producers from being at a competitive disadvantage due to more ambitious domestic climate policies. An interesting question from the global perspective is whether border carbon adjustment would deliver substantial additional emissions reductions or incentivize other countries to join a carbon price floor agreement.
