Here, the author analyses different historic eras through a polarity lens, compares the way polarity is used in the French and US public discourses, and through careful examination, reaches the conclusion that polarity terminology as a theoretical concept is highly influenced by the Cold War context in which it emerged. At the end of the Cold War, the United States emerged as the world's most powerful state, and then used that power to initiate wars against smaller countries in the Middle East and South Asia. According to balance-of-power theory--the bedrock of realism in international relations--other states should have joined together militarily to counterbalance the United States' rising power. Yet they did not. Nor have they united to oppose Chinese aggression in the South China Sea or Russian offensives along its western border. This does not mean balance-of-power politics is dead, argues renowned international relations scholar T. V. Paul; instead it has taken a different form. Rather than employ familiar strategies such as active military alliances and arms buildups, leading powers have engaged in "soft balancing," which seeks to restrain threatening powers through the use of international institutions, informal alignments, and economic sanctions. Paul places the evolution of balancing behavior in historical perspective, from the post-Napoleonic era to today's globalized world. We know a great deal about historical climate and its variations from various geo logical studies. There are two points worth remarking on. One is that the climate changes frequently and radically, but that the degree of variation and even sense of variation depends on the time scale which we are considering. Secondly, that this is a most unusual geological period for the Planet Earth; we are living in a period of mountain building and glaciations, whereas during most of the last 250 million years (m.y.) there was little ice and little topography. A good view of climate change of the last hundred m.y. can be gained by looking at the paper of Kellogg. We are now in a period of extensive glaciations. The previous interval occurred 300 to 250 m.y. ago, when even the Sahara was glaciated. (Of course, it was at that time near the position of the South Pole; we know that 300 m.y. ago the continents had not broken apart and formed one land mass.) Apparently between 250 and 20 m.y. ago there was little ice on the Earth, even at Antarctica. Continental basins were flooded by shallow seas. This was the period when plant life and marine life proliferated and when most of our fossil fuels were laid down.

Debate surrounding "China's rise," and the prospects of its possible challenge to America's preeminence, has focused on two questions: whether the United States should "contain" or "engage" China; and whether the rise of Chinese power has inclined other East Asian states to "balance" against Beijing by alignment with the United States or ramping up their military expenditures. By drawing on alternative theoretic approaches—most especially "balance-of-threat" theory, political economic theory, and theories of regime survival and economic interdependence, Steve Chan is able to create an explanation of regional developments that differs widely from the traditional "strategic vision" of national interest. He concludes that China's primary aim is not to match U.S. military might or the foreign policy influence that flows from that power, and that its neighbors are not balancing against its rising power because, in today's guns-versus-butter fiscal reality, balancing policies would entail forfeiting possible gains that can accrue from cooperation, economic growth, and the application of GDP to nonmilitary ends. Instead, most East Asian countries have collectively pivoted to a strategy of elite legitimacy and regime survival based on economic performance.
