The volume presents the contributions to a scientific symposium on the development of comprehensive schools in the Federal Republic of Germany, France, Great Britain, and Sweden, convened by the Max Planck Institute for Human Development and Education, West Berlin in December 1987. Barriers to Inclusion offers a comparative and historical account of the rise of special education over the twentieth century in the United States and Germany. Highlighting cross-national differences over time, the author also investigates demographic and geographic variability within the federal democracies, especially in segregation and inclusion rates of disabled and disadvantaged children. The last quarter of the twentieth century was a very important period in history of education.
