FAO is well positioned at the global level to offer relevant support to countries in achieving their SDG 2 targets and is committed to support the SDGs, a Global Agenda that it helped design. The new FAO’s Strategic Framework will provide an opportunity to promote and communicate FAO’s role in a coherent and joined-up manner, aligned with the 2030 Agenda. FAO has engaged with the current UN reform – strongly connected to the SDGs – with a very collaborative attitude. At the country level, which was the focus of the second phase of this evaluation, FAO’s position was found to be generally weaker due to its limited programmatic footprint. Nevertheless, a number of initiatives were “acting at scale” and producing results. Entry points to act at scale include support to develop laws and policies, to instigate agriculture trade and investment, to induce climate finance or South-South cooperation, and to education, both formal and informal. The depth and breadth of partnerships are generally increasing, but more partnerships with the private sector and mobilization of domestic resources would needed to make a serious impact on food systems.

This publication serves as a guide for countries in exploring how reporting for the Sustainable Development Goals (SDG) indicators under FAO custodianship serves the scope of compiling information for the biennial transparency reports (BRT) under the Enhanced Transparency Framework (ETF). The paper intends to demonstrate the potential integration of adaptation reporting with SDG and Sendai Framework for Disaster Risk Reduction (SFDRR) global measurable targets and corresponding indicators to advance towards a common understanding of how to track adaptation while informing progress towards the Global Goal on Adaptation (GGA). It is aimed primarily at technical authorities and experts working on monitoring and evaluation (M&E) of adaptation in the agriculture sectors and compiling information to report on adaptation at national and international levels. This paper presents a new methodological approach aimed at measuring progress towards sustainable agriculture in countries and across agri-food systems typologies, by measuring socio-economic and environmental dimensions with available national statistics, with sixteen indicators defined and constructed from FAOSTAT data. A trend analysis is carried out at country level over the time series 1961-2018, with country results aggregated by four agri-food systems typologies: traditional; land-intensive and capital-intensive mixed systems; and modern food systems. The analysis provides a novel framework for the analysis of progress in achieving sustainable agriculture by country and agri-food system type, that can be implemented effectively and allows for exploring solutions across development pathways.

The report is a preliminary study to examine the status in the Voluntary National Reviews (VNR) of SDG 6 in general, and target 6.4 indicators 6.4.1 and 6.4.2 in particular, and to assess their significance in the reporting process both on the national and subregional scale. The review aims to provide information to support the improvement of the VNR process and the VNR reports and strengthen accountability around the achievement of Sustainable Development Goal (SDG) target 6.4. In addition, this information will help Food and Agriculture Organization of the United Nations (FAO) provide better and more targeted support and policy recommendations to individual United Nations (UN) Member States on how to report on SDG indicators 6.4.1 and 6.4.2. The report consists of several sections. First, the VNR are introduced, and the report provides a global status of VNR in general. Next, a description of the background and context of SDG 6 and SDG indicators 6.4.1 and 6.4.2 is provided. Then, an overview is presented on the methodology used to assess countries’ performance with respect to reporting on SDG 6 and SDG indicators 6.4.1 and 6.4.2. Thereafter, the report presents the inter-regional comparisons based on an established scoring system and evaluates gender linkages. Finally, the study closes with recommendations and conclusions. Although the analysis has been carried out at country level, the results are only presented at global and regional level.
