First Published in 1993, this is part of the Graduate Institute of International Studies, Geneva series.This study which looks at whether scholars of international politics attempt to understand cooperative behavior in the light of the theories developed by the observers of both conflict and of cooperation. This volume expands the short list of such works and does so with insight, a wide range of scholarship and a willingness to test particular cases against existing theory. The author has written a book which expands the knowledge of, but also a thoughtful improvement of existing theoretical approaches. Uvin's universe of enquiry excludes military power and its application. It concentrates on the long-term, complex organization of cooperative transnational behavior and its rationale. At the heart of the 2030 Agenda was a promise to prioritize two objectives: to eradicate poverty and end hunger and malnutrition in all their forms. While global hunger, measured by the prevalence of undernourishment, had been on the decline, the absolute number of hungry people remained very high. In response, heads of states at the G7 Summit in Elmau in 2015 committed to lift 500 million people out of hunger and malnutrition by 2030 as part of a broader effort undertaken with partner countries to support the 2030 Agenda for Sustainable Development, i.e. Sustainable Development Goal (SDG 2) to end hunger and malnutrition by 2030. Nevertheless, the number of undernourished people in the world kept rising, from 653 million people in 2015 to 690 million people in 2019, highlighting the challenge of achieving the goal of Zero Hunger and malnutrition by 2030. This study reviews the food security situation and change therein in light of recent developments, including COVID-19. It also analyses to which extent G7 countries responded to the challenge and their commitment in terms of development assistance and outlines promising investment opportunities to meet the 2030 targets.

This report provides estimates of investment costs, both public and private, required to eliminate chronic dietary energy deficits, or to achieve zero hunger by 2030. This target is consistent with achieving both the Sustainable Development Goal 2, to eliminate hunger by 2030, and the Sustainable Development Goal 1, to eradicate poverty. The report adopts a reference “baseline” scenario, reflecting a “business-as-usual” situation, to estimate the additional investment requirements. In this scenario, around 650 million people will still suffer from hunger in 2030. The investment requirements to eliminate hunger by 2030 are then estimated. Hunger is eliminated through a combination of social protection and targeted “pro-poor “ investments. The first component aims to bring the poor immediately above the extreme poverty line through social protection by a “transfer to cover the poverty gap” (PGT) The second component involves additional investment required to stimulate and to sustain higher pro-poor growth of incomes and employment than in the business-as-usual scenario. This would, in turn, reduce the need for social protection to cover the PGT. The analysis is complemented by looking at alternative ways to achieve zero hunger by 2030.

This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. Will change in the United States bring new opportunities for multilateral cooperation?"--

Abstract: A report of the Presidential Commission on World Hunger concludes that U.S. efforts to alleviate hunger are necessary, both to national security and to global peace. The Commission's major recommendation is that the U.S. government make the elimination of world hunger the primary focus of its relations with developing countries; this entails a reordering of national priorities. An analysis of the causes and future implications of world hunger suggests that its elimination will require a combination of approaches and substantial resources. Strong American development-assistance activities, (both short- and long-term) are needed to achieve an adequate world food supply. Actions to improve the international economic setting and combat hunger involve trade, debt, corporate involvement, and world food security policies. Domestic hunger and malnutrition are also addressed. Nutrition surveillance, continued support of domestic food programs, and public education are recommended methods for overcoming hunger at home. New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.
