Monitoring and evaluation (M&E) is recognized as critically important for tracking progress, whether it serves the purpose of accountability to donors, informs future improvements to CSA practices, or contributes to the aggregate global progress toward meeting the SDGs or the global stocktake under the Paris Agreement. There has been a growing chorus acknowledging the need to align the indicators and M&E frameworks of major donors with those of the three global agreements. Monitoring and reporting has begun on the SDGs, although the development of methodologies for various indicators is an evolving process. The development of specific indicators for the agriculture sector is also well underway for the Sendai Framework. The organizations conducting this work have recognized the need to streamline these processes. For example, they have already attempted to align several of the indicators between the SDGs and the Sendai Framework.These operational guidelines aim to address the core constraints and needs of FAO Member States on both the design and implementation of M&E systems that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda, the Sendai Framework and the UNFCCC Paris Agreement. First and foremost, the guidelines acknowledge the principal need expressed by Member States that M&E systems and indicators be simple and not onerous. The challenges that have always existed with regard to M&E for CSA are still present, and are particularly pronounced for pillar 2, adaptation and resilience. These challenges to the development of indicators for pillar 2 have exhibited the greatest need for attention.

Despite being one of the most critical resources for all life on Earth, freshwater represents only 3 percent of the planet’s water supply, but only 0.5 percent is readily accessible to humans. In addition, the available freshwater resources (FWR) are unequally distributed across the globe, so many areas and populations face issues of water scarcity and quality. FWR are under enormous stress from agricultural systems, climate change, and other factors directly linked to human behavior—including population growth and industrialization. Moreover, the institutions intended to manage FWR under stress may be ill-equipped to do so, especially in the context of multiple, often competing claims on FWR and the complexity of water flows across time and space. Growing awareness of these challenges has given rise to a sense of urgency to raise attention and catalyze action toward improving the management of FWR, especially at the local level. This guide aims to advance the understanding of how communities can sustainably manage FWR by applying The Nature Conservancy’s Voice, Choice, and Action (VCA) framework. The original framework focused more on terrestrial resources but has been adapted here to address the unique characteristics of FWR. These characteristics present significant implications for sustainable resource management and, therefore, need to be taken into account in the design and implementation of community-based conservation (CBC) programs.

There are eight years left to reach the SDGs. Agrifood systems transformation is urgently needed if we are to achieve sustainability, resilience and food security and nutrition in a post-COVID world. This desired transformation can only be achieved by strengthening and capitalizing on the knowledge, experience, skills, and capabilities for collective action of a broad range of public and private actors each of whom bring distinctive interests, needs, resources, influence and capacities. “Governance” is the name for this multidimensional capability for effective and inclusive collective action at all levels. In many country contexts, it is the governance bottlenecks that lead to a gap between policy expectations and their outcomes on the ground. For example, a given policy intervention can make a lot of economic sense but if it is perceived as threatening a powerful interest group or not sufficiently considering that group’s interests, it will most probably fail. Understanding the governance – both institutions and political economy – behind existing agrifood systems can thus make or break the success of any policy or technical support work. Bringing together insights from FAO’s rich experience and knowledge and global literature, this paper introduces an operational four-phased framework for analysis and integration of governance analysis and action into formulation and implementation of interventions at country, regional and global levels. It also provides a review of recent trends in expert thinking about governance for sustainable development and highlights FAO’s conceptual contributions to governance in the areas of FAO’s mandate. The increased use of governance analysis in FAO’s work will stimulate iterative collective learning processes and honest evaluation of potential for change thus supplementing technical solutions with approaches based on a solid understanding of practical and political realities on the ground. This guide is a collection of concepts and practical information aimed at facilitating the establishment of allocated zones for aquaculture (AZAs) in the Mediterranean and the Black Sea. It provides detailed information on the process involved in the establishment of an AZA and it is intended as a practical and comprehensive tool to better understand site selection and planning for aquaculture. This publication first provides a brief overview of the international and regional context, and reviews the institutional and legal framework related to AZAs at various levels. Sequential explanations on the AZA establishment process as well as suggestions for the main steps are then presented. The step-by-step approach for the establishment of AZAs takes into account a number of specific aspects, such as geographic information system tools, exclusion criteria and stakeholder participation, the main actors to be involved, the role of relevant authorities in charge of geographical and/or marine aquaculture planning, statutory responsibilities, prevention and resolution of possible conflicts, and decision-making. The guide also describes the objectives and contents of AZA management plans and presents the parameters to be used as reference points for the AZA implementation.
