Today the world’s largest economies and corporations trade in data and its products to generate value in new disruptive markets. Within these markets vast streams of data are often inaccessible or untapped and controlled by powerful monopolies. Counter to this exclusive use of data is a promising world-wide “open-data” movement, promoting freely accessible information to share, reuse and redistribute. The provision and application of open data has enormous potential to transform exclusive, technocratic “smart cities” into inclusive and responsive “open-cities”. This book argues that those who contribute urban data should benefit from its production. Like the city itself, the information landscape is a public asset produced through collective effort, attention, and resources. People produce data through their engagement with the city, creating digital footprints through social medial, mobility applications, and city sensors. In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals.The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Public science is critical to the economy and to society. However, much of the beneficial impact of scientific research only occurs when scientific knowledge is disseminated broadly and is used by others. This book examines the emerging policy, law and practice of facilitating open access to scientific research data. One particular focus is to examine the open data policies recently introduced by research funders and publishers, and the potential in these for driving the practice of open scientific data into the future. This study identifies five major stumbling blocks to sustainable open scientific data. Firstly, it is the prevailing mindset that facilitating open access to data is analogous to facilitating open access to publications and, therefore, research data can easily be shared, with research funders and librarians effectively leading the process. Secondly, it is the unclear meaning of the term data which causes confusion among stakeholders. Thirdly, it is the misunderstood incentives for data sharing and the additional inputs required from researchers. Fourthly, data privacy—an issue that only applies to selected research datasets, and yet appears to dominate the discussion about open research data. Finally, there is a copyright law, which poses challenges at different stages of data release and reuse. In this book, it is argued that the above problems can be addressed using a staged model for open scientific data. I draw specifically on the practice with open scientific data at CERN (the European Organization for Nuclear Research) and the practice of sharing clinical trial data to argue that open data can be shared at various stages of processing and diversification. This model is supplemented by recommendations proposing changes to existing open data mandates and the introduction of a text and data mining exemption into Australian copyright law.

On January 2009, President Obama signed the Memorandum on Transparency and Open Government. The memorandum declares the new Administration’s commitment to creating an unprecedented level of openness in Government and establishing a system linking three principles: transparency, public participation and collaboration. Since then, federal agencies in the United States and public administrations around the world have embarked on open government initiatives and have worked to redefine their relationship with citizens and with each other. On September 20th, 2011, eight governments gathered in New York City to launch the Open Government Partnership, a new multilateral initiative to promote open government. The benefits attributed to open government are many and by no means universally shared. They include the claims that open government leads to more effective decision making and services, safeguards against corruption, enables public scrutiny, and promotes citizens’ trust in government. However, the speed of events and pressure to implement has given rise to confusion and ambiguity. Although many of the initiatives have been based on opening data and on promoting open action, governments have followed different directions and interpretations when it has come to implement them and development of open government has become unequal and heterogeneous. This book provides a comprehensive study of recent major developments of open government around the world, and analyzes the importance of open government efforts for public governance, making it of interest to academics and practitioners worldwide.

The idea of a knowledge society has been raised over the last two decades but the transition to such a society has not been realized up to the present time, and discussion about a knowledge society has largely focused on a knowledge economy and information society rather than a mobilization to a knowledge society. These debates have, however, taken place before the rise of open data and big data and the development of an open data movement. The book considers the role of the open data movement in fostering transformation to a knowledge society. The characteristics of the open data movement include the strong conviction of the value of open data for society, attention to the institutional aspects of making data open in an inclusive way, and a practical focus on the technological infrastructure that are key in mobilizing a knowledge society. At the heart of any mobilization is an emerging open data ecosystem and new ways of producing and using data - whether 'born digital' data, digitized data, or big data - and how that data, when made openly available, can be used in a knowledgeable way by societal actors.
