The Integrated Water Resources Management (IWRM) paradigm has been worldwide recognized as the only feasible way currently available to ensure a sustainable perspective in planning and managing water resource systems. It is the inspiring principle of the Water Framework Directive, adopted by the European Union in 2000, as well as the main reference for all the water related activity of UNESCO in the third world countries. However, very often, real world attempts of implementing IWRM fail for the lack of a systematic approach and the inadequacy of tools and techniques adopted to address the intrinsically complex nature of water systems. This book explores recent and important contributions of System Analysis and Control Theory to the technical application of such paradigm and to the improvement of its theoretical basis. Its prior aim is to demonstrate how the modelling and computational difficulties posed by this paradigm might be significantly reduced by strengthening the efficiency of the solution techniques, instead of weakening the integration requirements. The first introductory chapter provides the reader with a logical map of the book, by formalizing the IWRM paradigm in a nine-step decisional procedure and by identifying the points where the contribution of System Analysis and Control Theory is more useful. The book is then organized in three sections whose chapters analyze some theoretical and mathematical aspects of these contributions or presents design applications. The outstanding research issues on the border between System Analysis and IWRM is depicted in the last chapter, where a pull of scientists and experts, coordinated by Prof. Tony Jakeman describe the foreseeable scenario. The book is based on the most outstanding contributions to the IFAC workshop on Modelling and Control for Participatory Planning and Managing Water Systems held in Venice, September 28- October 1, 2004. Integrated Water Resources Management (IWRM) has in recent years captured the attention of policy makers and policy analysts. A lot has been written on this topic, most often disparately, about institutions for IWRM. However, there has been limited success in bridging disciplinaryboundaries (social versus physical sciences) with the result that conceptual inconsistencies persist with regard to our understanding of institutions for IWRM. This paper outlines key features of an analytical framework for the institutional analysis of IWRM in river basins. Thenovelties of the analytical approach include emphasis on transparent policy processes of state parastatals, modes of water-service provisioning and conditions for collective action in the management of common pool resources in river basins and its implications for sustainable rurallivelihoods. The paper then discusses certain methodological concerns with regard to the operationalizing of various elements of the analytical framework. In particular, the paper discusses issues related to defining the scope of analysis, scale of water use and management and collective action for the management of common pool resources in a river basin. The paper also discusses the process by which the comparative analysis of IWRM may be undertaken by highlighting the importance of problem specification, hypothesis generation and methods of data collection.

The strategy and methodology for improved IWRM project, (STRIVER) has developed interdisciplinary methods to assess and implement IWRM. Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal). The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes.
