An approach that encompasses the human and natural dimensions of ecosystems is one that the Wider Caribbean Region knows it must adopt and implement, in order to ensure the sustainable use of the region's shared marine resources. This volume contributes towards that vision, bringing together the collective knowledge and experience of scholars and practitioners within the Wider Caribbean to begin the process of assembling a road map towards marine ecosystem based management (EBM) for the region. The Blue Economy is emerging on the global scene as a powerful and persuasive new concept for sustainable development based on economic activities associated with the ocean. Several regions globally have adopted this concept at national and regional levels, including the Caribbean. Given the complex, multisectoral and multilevel nature of the Blue Economy, it is clear that different approaches will be needed for different regions. Hence, this volume explores the opportunities, threats and risks involved in operationalising the Blue Economy in the Wider Caribbean Region, defined as northern Brazil to the USA and all mainland and island countries and territories in-between. The first part of the book looks at where the region stands in the global picture regarding adoption of the Blue Economy and what is planned. The second set of chapters examines key crosscutting issues such as ecosystem services, climate change and governance at national and regional levels that could make or break the Blue Economy initiative. The book then goes on to explore the main sectoral activities that will constitute the Blue Economies in the region: fisheries, tourism, shipping and transport, renewable energy, oil and gas, seabed mining and waste management are all considered. The book ends with a synthesis of the political and technical requirements to overcome threats and take advantage of opportunities in the Blue Economy.

During Phase I, results of the project were summarised in individual case studies. In Phase II, more structured exchanges produced collective writing efforts, which gave the study a stronger comparative and analytical orientation. In addition to chapters dealing with analytical and methodological issues in coastal management, the essence of the volume lies in five comparative and synthesised case studies that focus on particular management problems in diverse social contexts. Although this text is written primarily for a research audience, it should be of interest to coastal planners, decision makers, and funding agency representatives because this type of thinking needs to be shared far more widely among these groups in the Caribbean. For instance, we argue that particular attention should be given to reaching a better balance between natural and social sciences in the management of natural resources.

Ecosystem-based fishery management (EBFM) is rapidly becoming the default approach in global fisheries management. The clarity of what EBFM means is sharpening each year and there is now a real need to evaluate progress and assess the effectiveness and impacts. By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. It will also be of relevance and use to researchers, teachers, managers, and graduate students in marine ecology, fisheries biology, biological oceanography, global change biology, conservation biology, and marine resource management.

The Sustainable Ocean Initiative Capacity-Building Workshop for the Wider Caribbean and Central America on Other Effective Area-Based Conservation Measures (OECMs) in the Marine Fishery Sector was co-organized by the Convention on Biological Diversity (CBD) Secretariat and the Food and Agriculture Organization of the United Nations (FAO). The workshop was held online on 20–21 April and 27–28 April 2022. It sought to establish a way forward to identify fisheries-related OECMs in the Caribbean and provide technical input to prepare and test FAO’s practical guidance for identifying, evaluating, and reporting OECMs in marine fisheries. The main points covered during the expert meeting related to introducing participants to the OECM concept; providing an overview of the regional initiatives for biodiversity conservation, and exploring the current and potential place of fisheries management and OECMs in these regional initiatives; providing participants with an overview of the criteria and subcriteria for OECM identification; and providing participants with an overview of the OECM reporting process and the potential capacity-building needs to identify, evaluate and report OECMs in the Wider Caribbean Region. During the expert meeting, participants conducted practical exercises by applying the OECM criteria to eight real-life case studies from Brazil, Colombia, Costa Rica, Mexico, and the United States of America. Participants also discussed the role of OECMs in recognizing conservation efforts; the need to recognize fishers’ local culture in the OECM process; the incentives provided by OECM recognition; OECM identification and evaluation; and the use of international guidance to support the identification and evaluation of OECMs.
